The monthly meeting of the Council was held on the 6th October 2011 at 7pm at the "Ganolfan" Capel Iwan

Members present:-   Coun  Jeff Lewis  (Chair) , Melfydd Jones, William Davies, David Phillips, Hugh Thomas , Don Griffiths, Samuel Jones, Nigel  Williams , Richard James and County Councillor  Hazel Evans. Apology for absence from Chris Thomas due to work commitment

The chair welcomed everyone to the meeting including PCSO Luke Taylor from N.C.Emlyn Police station.. Luke gave the members a full report on Police activites in the area. He also stated that changes were in the offing on how  the local area would be supported in the coming months. Also he mentioned that 68 new PCSO,s were going to be appointed by the Dyfed Powys  Police Authority. The feeling was that the PCSO  should be given more powers to carry out their duties.  Luke also stated that PCSO Jeff Kedward had sent an email answer to Sara Turner regarding the speed of traffic passing The Starlite Riding Centre, Cefnhir, Penrherber and had given her some suggestions in attempting to overcome the problems..CC Hazel Evans also stated that she had made  a request to the Traffic Dept, C Council asking for " slow down"signs to be painted on the road surface. Hazel had also spoken to Jeff Kedward re the red car parked on a bend outside Ysgol Emlyn, NCE. David and Don confirmed that it was parked there last week. The original offender had already been warned about parking on the bend. Richard James reported that Mr Islwyn Jones, Gerallt Capel Iwan had approached him about a large Dane dog belonging to a Mr Upton, Maesteg  C Iwan who had left him off the lead on the footpath from Pleasant View  to Panteg Chapel entrance. The result was that the dog had started chasing his sheep and Mr Jones had chased the dog away and warned Mr Upton that he did not want to see the dog loose on the path again.He was also asking that the kissing gate be repaired and a sign for dogs to be kept on the lead. Members would inspect and report back. The Chair then thanked Luke for his visit

The clerk then read the minutes of the previous meeting and were propsed as being correct by Don Griffiths and Nigel Williams

Matters arising

1. Cc Hazel Evans gave a report on the matters that had risen in the last meeting. She had spoken to Mr Hywel Hymphries regarding the future of Capel iwan school. If no local interest was shown the school would be sold to the highest bidder and there would not be any knock-down price. however the new leases for the "Ganolfan" would have to be completed by the Council Solicitors before selling

2. Hazel was still chasing the Royal Mail for the mailbox replacements at Capel Iwan and Tanglwst

3.Mr Tony Williams, Highways Dept had stated that the remaining potholes would be filled as soon as one of his workers came off sick leave. ie ,the one rear Plas Y Coed, NC Emlyn, and the Painball gutter was due for repair work, A notice had been given to Hendy farm to cut the overgrown hedges and he had stated they would be done shortly. The gutters at Black Oak and Bryncerrig would be seen to when the ditcher machine became available. Hazel also stated that she had been promised an extension to the 30MPH limit down to Mill lodge  Capel Iwan. She had informed Mrs Barbara Griffiths ,the owner... Hazel was checking  on the ownership of no1 Heol Y Gelli Cenarth occupied by a Mr Mathew  Corbett  and the use he was making of the Community car and coach park.  Members reported that the old carpets and car parts had been removed from the Blaenesgair Picnic area.               Don Griffiths stated that a small refuse lorry had at last agreed  to collect rubbish from Mr Eirwyn Lloyd, Parkvilla Capel Iwan

4.  Ty Te Cafe,  Cenarth.  CC  Hazel Evans stated that the Enforcement Officer had visited the site and stated that the Three Horseshoes Inn at Cenarth would have to apply for a "Certificate of lawfullness" for the caravan sited near the property. There have been no recent complaints about the smells coming from the piped ditch. Hazel said she would call again with the owner

 

Cenotaph repairs at Cenarth.  The chair stated that he had been on holiday the last 2 weeks but had contacted the stone masons again and they had promised to visit the site again in the coming week and provide estimates for the work

6.Plane crash at Gors Farm in 1944... Nigel Williams stated that he had been iin contact again with the firm in Swansea who were prepared to produce the memorial plaque for a price of £250.00  plus vat   Size  A3. Discussion then took place about the mounting and it was agreed that we should attempt to find a Presei stone and place it on the village square at Capel Iwan

7. Broadband update.. A letter was received from Mr Brian Lloyd.  "Llys y coed" with all the recent information regarding the progress of the Broadband installation. RESQi  IT is well on the way in installing phase 1. Phase 11 which is the Capel Iwan scheme has had the financial and technical proposals with the Welsh Government BBSS for more than a month. The minister, Edwina Hart is satisfied with the proposals and the documents will be signed on Mon 10th Oct 2011 and then offer letters will be sent out to the applicants to be signed. After this the work will then commence. All signal and antenna sites have been decided upon. Members expressed their thanks to Brian Lloyd for all the hard work he has put ito this project

8. Letters of thanks were received from Capel Iwan MYW for the Council donation to the Macmillan Coffee afternoon  (£150.). The sum of £550 was raised on the day. The following also thanked for donations .. YFC  Carms Federation (£150),, Emlyn Pool Committee (£150).....Mr J Thomas. work on internal audit of Council Accounts   2010 - 2011

9 Planning matters.   a. Application no W/25225... Ice cream processing and storage unit at Ffarmfach  Tanglwst  for Mr and Mrs  J Knight.... granted

b Application no W/25440.. Two storey extension to rear of property and small extension to utility room and porch at FLY-On  Tanglwst for Mr B Walker....No objection

c. There was some local concerns in Cenarth Village rgarding work being carried out at Teifi View  (app no  W/24572.) The application was now in the appeal stage at the National Assembly. CC Hazel Evans stated that she would make enquires as to what was happening.

AOB

1. CC Hazel Evans stated that she had checked with the Carms CC Housing regarding the vermin problem at no7 Bro Gelli, Tanglwst. The house was privately owned and the Council did not employ pest officers anymore. The only solution would be for the neighbours to employ private contractors

2. Don Griffiths stated that work needed to be done at the gutter in front of Gwynfa, Capel Iwan. It had become blocked and needed attention before the winter. Clerk to contact area surveyor

3. The Chair stated that the new duct built by Heol  Gelli Cenarth needed clearing out. The Clerk to contact Alan James Tegfan.... The contractors

4. It was also noted that the kissing gate leading into Foel forestry area was missing-speak to Lindsey Spencer Foel Farm

The meeting ended at 9 .15pm and the next meeting wil be on Thurs 3rd Nov 2011 at 7pm at the "Ganolfan"
