- E-bost wrth Comlink am ‘annual service’ - Dywedodd y Cyng. Don Griffiths bod rhywun yn ymyrryd gyda’r cyfrifiadur trwy’r amser ac awgrymodd os oedd gwerth rhoi cwpwrdd pren gyda chlo o’i amgylch. Dywedodd hefyd nad oedd yn siwr os yw’r cyfrifiadur yn gweithio. Cytunwyd y dylid bwcio’r ‘service’ gan bod y camerâu gwerth arian. Dywedodd y Cyng. Don Griffiths nad oes pwynt iddynt fod yno os nad yw’n recordio. Cynnigodd y Cyng. Hywel Bowen greu cwpwrdd. Diolchodd y Cadeirydd iddo am hyn.
- Llythyr wrth Ambiwlans Awyr Cymru yn gofyn am gyfraniad cymunedol - Cynnigodd y Cyng. Philip Gibbons gyfrannu £200 ac eiliwyd hyn gan y Cyng. Meurig Thomas. Dywedodd y Cadeirydd fod hwn yn achos da gan y gellid cludo pobl o’r ardal i ysbyty Abertawe o fewn 15 munud.

Hazel Evans (dros y ffôn) bod 40 cwyn yn barod wedi mynd mewn i’r Cyngor Sir amdano. Dywedodd bod teulu o bywys wedi prynu’r maes a’u bod wedi bod yn bygwth pobl sy’n berchen ar y ‘lodges’ ac wedi mynd â sawl un o’r cyfleusterau o yna gan gynnwys y pwll nofio ac maen nhw’n codi fwy o dâl rheoli er bod llai o bethau’n cael ei wneud ar y maes. Cytunwyd y byddai’r Cyngor yn gwrthwynebu’r cais.

10. MATERION ANGEN TRAFODAETH -
- ‘Interpretation Panels’ Cenarth - Dywedodd y Cyng. Hazel Evans (dros y ffôn) bod yr arwydd gwybodaeth yng Nghenarth wedi cracio. Dywedodd y Cyng. Nigel Williams bod hanes yr ardal yn cael ei ddangos arno a’i fod yn werthfawr. Gofynnodd y Cyng. Philip Gibbons os oedd angen gwirio os oes mwy o arwyddio’n o’r fath yn ein hardal. Dywedodd y Cyng. Pat Thomas mai dim ond un sydd yn ein hardal ni. Dywedodd y Cyng. Nigel Williams bod angen gwneud rhywbeth am hyn a byddai’n hapus i rhoi’r arwyddion i fyny. Cynnigodd y Cyng. Hywel Bowen y dylid cael pris wrth Philip Wait o Cambrian Archaeology amdano.

Dywedodd er hyn bod lorïau TVBS yn llwyddo i fynd heibio heb broblem felly nid yw’n fater brys. Dywedodd y Cyng. Philip Gibbons y byddai’n cadw llygad arno.
11. SYLWADAU CYNGHORWYR -
- Rhîth Sul y Coifo - cytunwyd y byddai’r criw yn cyfarfod am 9yb yng Nghapel Iwan ac yna’n mynd lawr i Genarth erbyn 10yb.
- Cytunwyd y byddai’r Cyng. Nigel Williams, Don Griffiths a William Davies i fynd i glanhau’r Senetaff yn Nghenarth. Dywedwydd bod Jenny Wheeler wedi e-bostio yn gofyn os oes angen torri porfa yno ond dywedodd y Cyng. Nigel Williams ei fod wedi gwneud yn barod.

Cenarth Community Council Meeting
Minutes of the meeting held at the Center, Capel Iwan on Thursday, 2nd of November 2023 at 7pm.
PRESENT: In the Chair -Cllr. Richard James, Councillors: Don Griffiths, Pat Thomas, Nigel Williams, William Davies, Jeff Kedward PCSO, Meurig Thomas, Hywel Bowen, Philip Gibbons. Clark - Manon Thomas.
APOLOGIES: Shannon Sinnott PCSO, Cllr. Hazel Evans, Guto Jones, Cllr. Ken Howell, Anthony John
DECLARATIONS OF INTEREST: None
POLICE:
- Jeff Kedward PCSO thanked the Council for helping to improve the road in Danrelyg.
- Jeff Kedward PCSO also said that they are having trouble with children in Newcastle Emlyn and that the police are currently checking the CCTV. He said the children had been tampering with bins near Cawdor Hall and had slept in the Laundrette breaking the fire alarm.
- Jeff Kedward PCSO said that the Cilwendeg Rally went well this year.
- Regarding the tree at the back of the hall, Jeff Kedward PCSO said that we have the right to cut some branches on the Council's side of the bank. Jeff Kedward PCSO said he had been out that morning cutting branches near Pentrecagal. Cllr. Pat Thomas said that a tree had fallen near Pensarnau that morning preventing a hearse from passing.
5. MINUTES: Minutes for the October 2023 Meeting were proposed by Cllr. Don Griffiths and Seconded by Cllr. Pat Thomas.
6. MATTERS ARISING FOR MINUTES:
6.B-1 / JUL - Defibrillator - The Clerk said she was looking into more grants for them.
10.F-12/MAY - Road between Tŷ Cerrig and Brohedydd - No Update.
10.A-4/NOV - Penrheol Isaf Road to Derlwyn - No Update. The Chairman stated that the road was getting worse.
10.D-6/APR - Lawn Mower- The Chairman said that he was chasing for it. Cllr Don Griffiths stated that the grass nearly needs cutting again.
10.A-1/JUN - Pothole on Hendy turn - No update.
10.B-1/JUN - Godremamog path - Dywedodd y Cyng. William Davies bod y llwybr yn glir.
10.C-1/JUN - Penrherber Road - It was said that work had been done there but Cllr. Meurig Thomas said it was still not smooth. Cllr. Don Griffiths said that good work has been done on the road in Danrelyg.
10.A-7/SEPT - Post Office Hedge - No update. The Clerk stated that she would chase again.
10.B-7/SEPT - Gelynnen Hedge - No Update. Cllr. William Davies stated that the wide section has been done but not the narrow section.
10.A-5/OCT - Mount Wood - Cllr Don Griffiths stated that Olly from the village is sorting this.
7. CORRESPONDENCE:
- Email to Comlink about annual service - Cllr. Don Griffiths said that someone tampers with the computer all the time and suggested if it was worth putting a wooden cupboard with a lock around it. He also said that he was not sure if the computer is working. It was agreed that the service should be booked as the cameras are worth money. Cllr Don Griffiths said that there is no point for them to be there if he is not recording. Cllr Hywel Bowen proposed to build a cupboard. The Chairman thanked him for this.
- A letter to the Welsh Air Ambulance requesting a community contribution - Cllr Philip Gibbons proposed a contribution of £200 and this was seconded by Cllr. Meurig Thomas. The Chairman said that this was a good cause as people from the area could be transported to Swansea hospital within 15 minutes.
8. PLANNING:
- PL/06706- Full Planning Permission - Demolition of farmhouse and proposed replacement of dwelling and associated works - Llwynddu, Capel Iwan - No Objection
- PL/06753 - Approval of details reserved by a condition - Discharge of Condition 3 on PL/06313 (Biodiversity elevation plan and covering letter) - Black Oak, Capel Iwan - No Objection
- PL/06661 - Removal/Variation of a condition - Variation of Condition 2 on W/37854 (change the submitted plans in relation to the type of mobile home unit proposed) - Penlan Holiday Village, Cenarth - Said the Cllr. Hazel Evans (by telephone) that 40 complaints have already gone into the County Council about it. He said that a family from Powys had bought the field and that they had been threatening people who own the lodges and had taken many of the facilities from there including the swimming pool and they charge more management fee even though less things are done on the field. It was agreed that the Council would oppose the application.

10. MATTERS NEEDING DISCUSSION
- Interpretation Panels in Cenarth - Cllr. Hazel Evans said (by telephone) that the information sign in Cenarth is cracked. Cllr Nigel Williams said that the history of the area is shown on it and that it is valuable. Cllr Philip Gibbons asked if it was necessary to check if there is more such signing in our area. Cllr Pat Thomas said that there is only one in our area. Cllr Nigel Williams said that something needs to be done about this and he would be happy to put up the signs. Cllr Hywel Bowen proposed that a price should be obtained from Philip Wait of Cambrian Archeology for it.
- Cllr. Don Griffiths said that there is no street light in Ardwyn.
- Cllr. Pat Thomas said that a tree is blocking access to the Capel Iwan sewage site from Capel Panteg.
- Cllr. Philip Gibbons said that he has received several complaints that the lower Cwm Morgan road from the direction of the bridge towards the Tanglwst bridge that the sides are receding. He said despite this that TVBS lorries manage to pass without a problem so it is not an urgent matter. Cllr. Philip Gibbons said he would keep an eye on.
11. COUNCILLORS’ COMMENTS -
- Rememberance Sunday - it was agreed that the crew would meet at 9am in Capel Iwan and then go down to Cenarth by 10am.
- It was agreed that Cllr. Nigel Williams, Don Griffiths and William Davies to go and clean the Senetaff in Cenarth. It is said that Jenny Wheeler has emailed asking if it is necessary to cut pasture there but Cllr. Nigel Williams said that he has already done.
12. NEXT MEETING - The next meeting will be held on the 7th of December. The Meeting ended at 8.05pm.
