November 2013 Meeting
The November meeting of the Council was held on the 7th November at 7:00 p.m. at “Y Ganolfan”, Capel Iwan.
Members Present:
Richard James (Chair), William Davies, Hugh Thomas, Don Griffiths, Samuel Jones, Nigel Williams, Jeff Lewis, Guto Jones and Cyng. Sir Hazel Evans. Also present was PCSO Jeff Kedward from Newcastle Emlyn Police Station. An apology was received from Chris Thomas (due to work commitments).
Richard welcomed everyone to the meeting and PCSO Jeff Keward gave a report on local police activities. He noted that he had received complaints about children climbing and jumping up and down on the Capel Iwan Square ‘bus Shelter’. Also parts of the play equipment from the sports field had been dragged up to the rear door of The Ganolfan. After investigating and questioning, Jeff had visited a few homes in Capel Iwan and issued last warnings. Jeff stated that the police had received reports that gates had been stolen again in the Five Roads/Llangeler/Penboyr area. Gates were also being removed from field entrances off main roads. Sheep had been allowed to come on the highways. The police were asking farmers and the public to note any registration numbers of vans, lorries or pickups who were moving sheep or acting suspiciously. Similar reports were received from the Laugharne and Pendine areas. Richard then thanked Jeff for his visit.
Next on the agenda was the vacancy for a Community Councillor for the Cenarth Ward. The clerk stated that only one name had come forward after the Notice Pursuant to Section 87 of the Local Government Act 1972 had been issued. Hence under the Casual Vacancy Local Elections (Parishes and Communities) Rules 1986 it was proposed by the members that William Hywel Bowen should be co-opted as a member for the Cenarth Ward. Richard welcomed Hywel and hoped that he would settle in with existing members. The Clerk then asked Hywel to sign the Acceptance of Office and Code of Conduct forms and become a full member.
The Clerk then read the minutes of the October meeting. They were proposed as being correct by William Davies and Nigel Williams.
Matters Arising

Coun. Hazel Evans gave a report on the shocking state of the minor roads in the area e.g. Sycamore House junction to Pontgarreg Chapel, Llety to Penlangarreg and Tower Hill square. She had asked to Mr Colin Evans and was awaiting a response. Mr Alan James, Tegfan had been asked to level the roads down at Cwm-Morgan square ready for re-surfacing. It was also noted that the gutters from Maes Iwan to Gwynfa, Capel Iwan and down the side of the lower village green in front of the chapel was being re-piped. Hazel was still awaiting a Highways Department visit to look at flooding near Bryngolau and Maes yr Awel entrance. She would chase up the matter again.

The clerk was asked to write again about the hedges and tree overgrowth belonging to Pleasant View and Pili Pala, Capel Iwan.

Samuel Jones stated that he had been in contact with Berwyn Thomas, Cenarth regarding the work and repairs to the Cenotaph at Cenarth. Berwyn had been ill for the last two weeks and had been unable to complete the finishing coat to the plinth of the Cenotaph. The rendering and rough coat had been completed and so it was agreed to leave the work until after the Remembrance Service on Sunday 10th November. Members then discussed the placing of an engraved stainless steel plaque on the base of the Cenotaph. Nigel gave a report of the agreement he had reached with Mr Nigel Dawson of Valley Engraving Clydach. The same person who had made the Plaque of Remembrance for Capel Iwan square. It was agreed to proceed with the plaque and Jeff Lewis and Samuel Jones proposed the motion.

Don Griffiths asked whether the Community Council should place a wreath of remembrance on the plaque for the two airmen who were killed in a plane crash near Gors Farm. Members agreed to place a poppy wreath on Saturday morning 9th November at 10 a.m. Members to attend. Mr Ieuan James was bringing the wreath from the Newcastle Emlyn British Legion Branch. Members agreed to give a donation to the Poppy Appeal Fund.

The clerk had found the old drawings of the St Llawddog’s Well construction. It was agreed that Coun. Hazel Evans should provide the drawing numbers and dates to Mr Eirian James, Countryside and Rec. Dept. so that the required repairs could be carried out to stop the leakage.

Nigel Williams gave a report on the launch of the Capel Iwan Digidol Forum Website on the 1st November at Y Ganolfan. The event had been well supported. Members agreed to wait so as to see how the forum developed before making a further donation to the funds.
Correspondence

A letter was received from Mr Nigel Francis, Street Scene – Public Lighting stating that the street lamp near Penwalk and Rhydyfelin, Penrherber be removed and not replaced as the residents did not want the lamp to be connected. It would be taken off the footway Lighting Account. The lamp in Cwm Morgan would be replaced.

A letter of thanks was received from the Carms. Federation of Young Farmers Clubs for the donation from Cenarth Community Council.

A letter was received from the secretary Mrs Julia James of Cenarth Annual Eisteddfod 2014 asking whether the Community Council were willing to support them financially. Members agreed to donate £150.

A letter was received from the Committee of the Community Centre – Y Ganolfan, Capel Iwan asking whether the council were willing to give a grant towards the cost of erecting a small extension to the hall to house a disabled toilet block and changing facilities. After discussion members agreed to donate part of the Windjem Community grant of £3000 per year towards the costs of the extension.
Planning Applications
The following applications were received:

W/28837 – Solar Park and Equipment at land at Blaen Bowi Farm, Capel Iwan for Novus Solar Development Ltd. The council had no objections.

W/29006 – Winter animal shelter and covered birthing area at Gellideg, Newcastle Emlyn for Elizabeth Howells. The council had no objections.

W/29038 – change of use from field to enlarged garden amenity area. – land at Westfield, Capel Iwan for Mr Arthur Evans. No objections.

W/29049 – creation of a 60x20 menage adjacent to existing farm buildings and stables at Pengwern Uchaf, Cenarth for C A Williams. No Objections.
Any Other Business

Samuel Jones drew attention to the fact that fly tipping was taking place on the Bwlch Cae Brith, Penbuarth Road - an old bed mattress had been left on the road side.

Hugh Thomas stated that the street lamp at Llechwedd, Capel Iwan was not working.

Coun. Hazel Evans stated that she and Counc Jim Jones had been walking around Capel Iwan but had not seen any dog fouling. Don asked whether new signs could be placed on the footpath from Pentre Isaf through to Panteg Chapel.

Nigel Williams asked whether it would be possible to have the road sweeper to visit the area to clear leaves and branches. Gellidywyll Hill, Cenarth was in a very bad state surface wise. Hazel would check.

Nigel also asked about the bus shelter at Cenarth. Hazel said she would attempt to get another site visit next week.
The meeting ended at 10 p.m. The next meeting will be on the 5th Dcember 2013 at 7:00 p.m. at “Y Ganolfan”, Capel Iwan.
