Sept 2012 meeting

The september meeting was held on Thursday Sept 6th 2012 at 7 pm at The Ganolfan Capel Iwan

Members present.   Couns  Richard James (Chair),, David Phillips,Don Griffiths,Hugh Thomas, Samuel Jones,Nigel Williams,Chris Thomas, Jeff Lewis,  Guto Jones and CC Hazel Evans. Apology received from William Davies (Due to work committment)  Also present were P C Ian Ayres and Pcso Gareth Augustus. The Chair welcomed both officers to the meeting and asked whether they had any Police matters concerning the area. Ian reported that the parking outside  Emlyn School had decreased lately and they were still issuing warning notices.He also stated that a yellow lorry lorry had been visiting farms in the area with the pretence of looking for horses for sale. He asked the local farming community to keep a sharp eye out for them and report anything suspicious. he also stated that they had set up an Owl System in the Drefach area and the Police were sending warnings out to members of the group by email and text messages if there were any suspicious movements in the area. The group met about every 2 months or so. Anybody wanting to join could contact the local Police Office. The members did not have anything to report, so the Chair thanked them for their visit

Richard then welcomed everyone to the meeting and the Clerk then read the minutes of the July meeting. Jeff Lewis asked the Clerk to enter the fact that ysgol Gerdd Ceredigion had only received the sum of £100 towards their travelling costs. Nigel Williams and Don Griffiths then proposed that the minutes were correct


Matters Arising

1. The Clerk stated that he had been approached by Brian Lloyd, Llys Y Coed Capel Iwan stating that the Capel Iwan forum was now up and running and whether the Community Council were willing to grant them the promised £150 to atssist with thw running costs. Nigel Williams gave a short report on how matters were developing and the group was going from strength to strength. It was therefore proposed by Don Griffiths and Hugh Thomas that they should grant the money

2. CC Hazel Evans stated that the Highways Staff had been doing remidial work regarding the water entering Yet Farm Cenarth. She had not been able to call there yet to see whether the problem had been solved

3.The Clerk stated that he had contacted Mr John McEvoy regarding the setting up of a lease to transfer power of operation of the Coach park at Cenarth to the County Council. They will now proceed with producing legal notices to place in local newspapers notifying the public CC Hazel Evans asked the Clerk to contact Mr McEvoy to push the matter forward

4.The Clerk stated that he had received all the correspondence regarding the Council's Annual Audit to the 31st March 2012. All the accounts were in order but the Auditors BDOLLP Southampton wanted the Council to increase the fidelity cover to £25000. Members agreed that the Clerk contact the Insurance Co to make the change.

5> Hazel stated that she was still chasing the County Highways Dept to carry out road surface repairs in the area

6. Don Griffiths stated that  no dog fouling notices had been erected on the footpath from Pentre Isaf  to Pleasant View. It was agreed that the Clerk should contact CC Jim Jones of the Exec board Support office at Carmarthen and ask again for the signs.

7. David Phillips stated that he had received letters of appreciation from the families of the two airmen killed in the plane crash at Gors farm. They had been very touched with the ceremony and the welcome they had received from everyone present

8. CC Hazel Evans stated that a large lorry had attempted to go down Rehoboth Hill and had become stuck at the bridge near Park Villa. Mr Lloyd Williams  Black Oak farm had been called out to tow the vehicle backwars up the hill. She had contacted Mr John McEvoy and asked for warning signs not suitable for heavy vehicles to be moved to tha Ardwyn junction. Also the 30mph signs had now been  relocated at the top of Rehoboth  Hill

9.Hazel also stated that the bench seat near the entrance to Heol Gelli coach Park had been destroyed by a tractor machine while hedge cutting. it was agreed that e replacement should be found if Jeff,Nigel and Ken found it was beyond repair.

10. Samuel Jones stated that the public toilets at Heol Gelli Cenarth were not very well looked after and needed a good cleaning inside. Hazel ststed that complaints had been made to the C Council office and officers had visited the site and the Cleaner had been approached and asked to improve the service.

 

Planning Matters

1. The following applications have been granted planning permission..- Change of use of disused agric buildings at Gelligati Farm to eight holiday cottages. 2. Erection of two endurance wind turbines at Pengwern Isaf Cenarth..3.Construction of agri grain store at Cilwaunydd Fawr Capel Iwan

Planning applications

1. W/26905..Domestic wind turbiine at Maudsland House, Cynwil Elvet

2. W26915...Erection of single storey garage at rear of the Old School Hse Cenarth

3. Proposed splitting of existing large bungalow into two separate dwellings at Erwdeg Capel Iwan. The Comm Council had no oblection.

AOB

1. Members stated that a new letterbox had been erected on Capel Iwan Square adjacent to the bus shelter.

2The Clerk read a letter from Mr Hywel Hymphries stating that the clauses and conditions of the new lease to cover the Ganolfan area in Capel iwan. Due to the small scale of the map members were not sure of the exact boundaries and ask for a further meeting with the County Estates Dept before agreeing to the  conditions

3.Don Griffiths was thanked for his work in painting the picnic tables and sports shelter.

4. A letter of thanks  was received from Islwyn Evans, conductor of the Ceredigion YsgolGerdd, N C Emlyn for the kind donation that the Council gave towards travelling costs  . the sum of £100. The choir had won  their competition in Birmingham and the junior choir won at the Llangollen International Eisteddfod. The boys choir  were third also at Llangollen

5. Samuel Jones reported that an old fridge had been dumped on the road from Bwlchcaebrith square towards Penbuarth fields. CC Hazel Evans made a note of the location and would contact the illegal rubbish collection depot  at Carm C Council.

6. Guto Jones mentioned the fact that ther was no village sign at either end of Cwmorgan, Capel Iwan. Hazel and Clerk to contact Mr McEvoy  (highways)

7.  Members agreed to send Mr Jim Hawkins  "Eifed Villa"  Llangoedmore a donation for his work in cutting and clearing around the Cenotaph in Cenarth

8. The Clerk stated that  the Capel Iwan  "Merched Y Wawr" were again organising a "tea and coffee afternoon" in aid of the Carms branch of Macmillan nurses  (care of Cancer patients. The event will be held on the 28th Sept 2012 at " Y Ganolfan" Capel Iwan. members agreed to give £150 towards the event.

9.It was agreed that Nigel Williams be appointed to represent the Comm Council on the Committee of the Cardigan Hospital and Community League of Friends for the year 2012 - 2013

The meeting ended at 9.30pm. The next meeting will be on Thurs  4th October 2012 at 7pm at "Y Ganolfan"  Capel Iwan
