Cenarth Community Council
The council meeting was held on Tuesday 3rd of November 2015 at 7.00 p.m. at Y Ganolfan Capel Iwan.
Members Present: - Don Griffiths (Chairman), William Davies, Nigel Williams, Jeff Lewis and County Counc. Hazel Evans. Apologies received from Samuel Jones, Richard James, Guto Jones, Hywel Bowen, Meurig Thomas and Anthony John.
The chairman Don Griffiths welcomed everyone to the meeting and asked the clerk to read the minutes of the October meeting. They were proposed as being correct by William Davies and Jeff Lewis.
Matters Arising

. The clerk stated that no answer had been received from the Public Footpaths Ranger – Mr Nigel Powell regarding the knotweed growing on the ‘No Man’s Land’ on the entrance to Pentref Isaf, Capel Iwan. The clerk to contact the section again and also ask about the clearance around Ffynnon St. Llawddog, Cenarth.

The clerk stated that the owners of Gelynen Wood – Rhiw Ddu, Capel Iwan had been in contact with him and they arranged to visit the site to see what work needed to be done. They had agreed with the clerk that he would contact a local contractor to cut back the overhanging branches etc. William Davies had agreed to do the work and has since completed the work and the clerk has informed the owners – Mrs Barbara Williams, Martley Ltd, Hillend Sawmills at Worcester.

William Davies also stated that the owner of Frondeg, Capel Iwan had also cut back the overgrowth from his fields on Rhiw Ddu. Also the owner of Penbanc, Capel Iwan had trimmed back their boundary hedge on the bend above Penbont.

Don Griffiths stated that the footpath from Panteg Bridge to Godremamog Mill was also now clear.

Jeff Lewis stated that the road sweeper had visited Cenarth village and had completed an excellent job of work especially around the car parks and Ffynnon St. Llawddog area. Thanks to be passed on to the Highways section, Carms CC.

The clerk stated that he had received letters of thanks for donations given by the Cenarth Community Council to the Adran Myrddin of Urdd Gobaith Cymru, also the Carms Federation of YFC clubs and Cenarth village Eisteddfod 2016.

The clerk stated that he had called the Electoral Administration Office, Parc Myrddin, Carmarthen to check what progress had been made regarding their request to use Cenarth Church as a Polling Station. They stated that the request was still being considered and the officer in charge would be visiting the church in the next few weeks.

William Davies stated that he had been down at Cenarth to assess what work could be carried out to the entrance of the Cenotaph to provide easier access. William stated that the steps were too narrow and needed widening and a slightly different approach angle. It was deceived to leave the matter for the next meeting. It was agreed that Jeff, William and Ken would visit the Cenotaph for a clean-up on Saturday 7th November before the Remembrance Sunday. It was also agreed to place a wreath at the Remembrance Plaque at Capel Iwan square on Sunday morning the 8th of November at 9.15 a.m. before going to the service at Cenarth Church.

Don Griffith stated that surface water was entering the property at Bron y Garn, Capel Iwan and asking whether a tarmac ramp could be placed across the entrance. Check with Highways.

Don also stated that the gutters and drains down from Gwynfa, Capel Iwan towards Maesgwyn needed clearing as all the surface water was running down the road.

Counc. Hazel Evans stated that she had been in contact with the Highways Dept. and the Planning Dept. regarding the water collection outside Ty Cerrig, Capel Iwan and why it was not entering the existing drainage pipe.

The clerk stated that the Highways Dept. had carried out repair work on the collapsed road verge near the River Cych on the road from Cwm Cych to Bridgend. They had also carried out road repair works to the surface.

The clerk stated that he had received complaints about collapsed concrete posts on boundary fences near No. 7 Heol y Gelli Estate, Cenarth and around the car parking area there as well. Clerk to send a letter to the Tech. Services Dept. at Carms CC.

The clerk also stated that Highways had carried out work in cleaning gutters and ditches at Bron y Garn – Rhyd Bridge to clear collecting water, also the same had been done at Bryngolau Farm bend.

A letter was received from the secretary of Clawdd Coch Baptist Chapel, Tanglwst. Mrs Mair Jones, Crugmor. They were making a request for financial support to carry out repair work to the windows, the pulpit and the wooden floor. They were also responsible for looking after the cemetery at Rehoboth Chapel, Capel Iwan. Members discussed the request but felt that the best solution would be to approach the Welsh Churches Fund for grant aid. The fund was administered by Carmarthenshire CC at their office in Rhydaman.

A letter was received from Jenny Wheeler, Yr Helyg, Capel Iwan complaining that surface water from the upper end of Capel Iwan village was entering her property and flooding her patio area and garden. The water was coming from a 4 way drain near the village square. Attempts have been made to block off the offending drain but Council workers keep opening up the drain. She was now begging the Community Council to help her solve the problem. After discussion Counc. Hazel Evans said she would take up the matter with the Highways Dept.

A letter was received from the Mid Wales and West Fire Rescue Fire Service setting out ‘safer community’ tips for the winter period i.e. 1. Service Heating Appliances 2. Be a good neighbour and check on next door people 3.keep list of emergency numbers near the phone. Recruits were also needed at the following fire stations: Newcastle Emlyn and Llandysul. Re-check on following problems: water seepage near Pantygarn bend and layby near it needs re-surfacing.

Road edges need repair from Bryngolau to Ty Cerrig – dangerous for passing vehicles.
