Dywedwyd bod angen fframyn pren o’i amgylch maint 4inch a bod y maes tua 6 metr o hyd a 3 metr o led. Roeddent wedi gobeithio palu lawr i’w roi mewn lle ond dywedwyd nad oedd modd gwneud hyn heb ganiatâd cynllunio. Trafodwyd ei leoliad a dywedwyd na fyddai’n synhwyrol ei roi ger y maes parcio. Dywedwyd os byddai yng nghefn y cae byddai angen llanw’r cerrig er mwyn ei lefelu. Dywedwyd os byddai’n rhy agor i’r clawdd ni fydd modd torri’r cloddiau gyda thractor. Dywedodd y Cyng. Richard James ei fod yn iawn os bydd yn y lleoliad iawn. Cynnigwyd dweud wrthynt bod y Cyngor o blaid y syniad ond bydd angen trafod ei leoliad fel nad yw’n effeithio ar y cae a gallu i chwarae pêl-droed ayyb. Dywedwyd bod CIVE wedi dweud bod digon o arian ganddynt i gyfrannu amdano. Penderfynwyd cynnig cyfarfod arall unwaith byddant yn gwybod mwy am y prosiect.

7. GOHEBIAETH:

8. CYNLLUNIO:

  • PL/09200 - Full Planning Permission - Hendy, Cenarth, SA38 9LP - Proposed earth banked nutrient store to comply with The Water Resources - Dywedodd y Cyng. Don Griffiths bod hwn yn fferm Cyngor beth bynnag. Dim gwrthwynebiad.
  • Trafodwyd Flatwood, Cenarth - Dywedodd y Clerc bod adran gorfodaeth y Cyngor Sir i fod edrych mewn i os yw’r perchnogion wedi cydlynnu gyda’r caniatâd cynllunio. Trafododd y Cyng. Ken Howell y mater gan ddweud y canlynol: bod y perchnogion wedi cael caniatâd i godi tŷ crwn, sydd wedi digwydd, a chaniatâd i godi stabl ceffylau a thŷ arall yno, yn ogystal ag adeiladu gweithdy i gadw a defnyddio coed. Roedd y perchnegion wedi dangos gwley a oeddent wedi’u creu sydd, mae’n debyg, yn medru cael ei werthu yn Llundain am £2,600. Dangosodd y Cyng. Ken Howell gopi o becyn rheolau’r Datblygiad Un Blaned. Egwyddor gwreiddiol y cynllun oedd i daclo’r broblem o ddiboblogi yng Nghefn Gwlad. Dywedodd bod ‘Management Plan’ yn bodoli hefyd. Dywedodd bod Flatwood yn wahanol iawn i’r caniatâd sydd wedi’i roi i Ddatblygiad Un Blaned arall yn y Sir, gan fod 65% o’u bwyd i fod cael ei gynhyrchu ar y tir ond mae’n anhebygol bod hwn yn gallu digwydd yn Flatwood gan fod y caniatâd yma ar dir lle mae brwyn yn tyfu o’u gymharu â thir ffrwythlon. Dywedodd bod y ‘Management Plan’ yn dweud bod gan bob person yn y byd 2.4hectar i fyw arno ond erbyn y diwedd bydd ganddynt 1.88hectar i fyw arno. Yr egwyddor yw eich bod yn mynd mewn ar y tir, codi tŷ bach heb sylfaeni yn y tir, un sy’n gorwedd ar y tir, ac os yw’r cynllun yn fethiant, rhaid iddynt fedru symud i ffwrdd a gadael y cae fel oedd ar y dechrau. Mae’r ‘Management Plan’ yn dweud bod rhaid iddynt fyw ar y tir. Ar ôl 5 mlynedd rhaid bod elw o £5,700 wedi’i wneud ar y tir ac os yw hyn yn fethiant, rhaid iddynt symud o’r safle. Does dim modd defnyddio trydan a dŵr mains, rhaid hefyd cynnal bywyd gwyllt a gwaredu gwastraff carthffosiaeth ar y tir hefyd drwy gompost. Ni ddylent gael unrhyw effaith ar y tir. Dywedodd y Cyng. Nigel Williams bod y perchnogion wedi dinistrio’r coed yno a’i fod yn amhosib tyfu bwyd yno. Dywedodd y Cyng. Ken Howell, ar ôl 3 blynedd, mae modd gofyn caniatâd i fynd i ymweld â’r lleoliad. Dywedodd y Cyng. Ken Howell ei fod yn rhan o ganiatâd cynllunio Flatwood bod hawl gyda nhw dorri coed a chodi tŷ. Dywedodd eu bod hefyd eisiau codi simne carreg ond dywedodd y Cynghorwyr nad oes modd codi tŷ a simne thrwm heb roi sylfaen yn y ddaear. Cynnigwyd gofyn am ymweliad lleoliad gyda un o adran gynllunio’r Cyngor Sir gydag aelodau’r Cyngor Cymuned yn ogystal ag adroddiad gwariant ar fwyd a faint o fwyd sy’n cael ei gynhyrchu yno.

L. 10.C-3/APR - Ardwyn Gutters - Cllr. Don Griffiths stated that this had been done.

M.7.C-1/MAY - Petanque site - There was a meeting before this meeting with Jane Fenn and Mark Fenn on behalf of CIVE and Capel Iwan 'Men in Sheds' and a plan with measurements was presented and it was said that they hoped to put the site in the back corner of the field. It was said that a 4 inch wooden frame was needed around it and that the field was about 6 meters long and 3 meters wide. They had hoped to dig down to put it in place but it was said that this could not be done without planning permission. Its location was discussed and it was said that it would not be sensible to put it near the car park. It was said that if it was at the back of the field it would be necessary to fill the stones in order to level it. It was said that if it were too open to the bank it would not be possible to cut the banks with a tractor. Cllr. Richard James said that it's fine if it's in the right location. It was proposed to tell them that the Council is in favor of the idea but it will be necessary to discuss its location so that it does not affect the field and the ability to play football etc. It was said that CIVE said they had enough money to contribute for it. It was decided to offer another meeting once they know more about the project.

7. CORRESPONDENCE:

E-mail to Rhian Thomas on asking on behalf of the Trustees of Capel Iwan Chapel for a contribution towards maintenance work outside the Chapel including a new fence and a wheelchair ramp. Cllr. Hazel Evans that we are unable to donate money towards religious organisations.

8. PLANNING:

  • PL/09200 - Full Planning Permission - Hendy, Cenarth, SA38 9LP - Proposed earth banked nutrient store to comply with The Water Resources - Cllr. Don Griffiths stated that this is a Council farm. No objection.
  • Flatwood, Cenarth was discussed - The Clerk said that the County Council's enforcement department is supposed to look into if the owners have coordinated with the planning permission. Cllr. Ken Howell discussed the matter saying the following: that the owners were given permission to build a round house, which has happened, and permission to build a horse stable and another house there, as well as build a workshop to keep and use wood. The owners had shown a car they had created which, apparently, can be sold in London for £2,600. Cllr. Ken Howell showed a copy of the One Planet Development rules pack. The original principle of the plan was to tackle the problem of depopulation in the countryside. He said that a 'Management Plan' also existed. He said that Flatwood is very different to the permission that has been given to another One Planet Development in the County, as 65% of their food is supposed to be produced on the land but it is unlikely that this can happen in Flatwood as this permission is on land where rushes grow compared to fertile land. He said that the 'Management Plan' says that every person in the world has 2.4 hectares to live on but by the end they will have 1.88 hectares to live on. The principle is that you go in on the land, build a small house without foundations in the land, one that lies on the land, and if the plan is a failure, they must be able to move away and leave the field as it was at the beginning. The 'Management Plan' says that they must live on the land. After 5 years a profit of £5,700 must have been made on the land and if this is a failure, they must move from the site. It is not possible to use electricity and mains water, wildlife must also be supported and sewage waste disposed of on the land also through compost. They should have no impact on the land. Cllr. Nigel Williams said that the owners have destroyed the trees there and that it is impossible to grow food there. Cllr. Ken Howell said, after 3 years, it is possible to ask for permission to go and visit the location. Cllr. Ken Howell said that it is part of Flatwood's planning permission that they have the right to cut down trees and build a house. He said that they also wanted to build a stone chimney but the Councilors said that it is not possible to build a house and a heavy chimney without putting a foundation in the ground. It was proposed to ask for a location visit with one of the County Council's planning departments with members of the Community Council as well as a food expenditure report and the amount of food that is produced there.
