APRIL MEETING

The April meeting of the council was held on the 4th at 7pm at the "Ganolfan"   Capel Iwan

MEMBERS PRESENT.

Councs William Davies (Chair), Don Griffiths,Hugh Thomas, Samuel Jones, Nigel Williams, Chris Thomas,Jeff Lewis,, Richard James,Guto Jones and CC Hazel Evans. Apology received from David Phillips. Also present were PC Ian Ayres and PCSO Gareth Augustus

The Police gave a report of happenings in the area. The Clerk asked whether they had contacted the father of the boys who had broken the toilet window at the "Ganolfan". They had spoken to the person who stated that the first pane had been broken in transit and was awaiting a replacement which would be fitted as soon as possible. The Clerk asked  CC Hazel Evans whether part of the bicycle stand near the Ganolfan had been taken down to Emlyn Sec School. She noted that it had  and the Police confirmed that it had been fitted at Emlyn School. Members complained that cars had been making "handbrake" turns at Capel Iwan square,near the kiosk and also at the bottom of Plygyrhiw, Cwmcych.The Police noted the complaint and would make enquires and if the culprits were caught they would be issued with a "car nuisance" notice . The Police then left and the Chair thanked them for their visit.

The chair then welcomed everyone to the meeting and the Clerk the read the minutes of the March meeting. They were proposed as being correct by Don Griffiths and Samuel Jones.

MATTERS ARISING

1. The clerk stated that he had received a letter from Rhianon Michaelson - Yeates, Aquisitions Archivist - National Library of Wales stating that an agreement had been made between Huw Thomas, Nat Lib and  Brian Lloyd "Llys y Coed"  Capel Iwan in that the library would accept the Cenarth Enclosure map - 1873 and restore it and provide the Comm Council with a digital copy of the map. The National library would be collecting the map from Brian lloyd. Also he had taken the East Cilrhedyn maps to the archives at Carms  C  C  Offices at Carmarthen.They would be interested in keeping the maps and promised to produce a digital copy for the Comm Council records.

2.   Don Griffiths stated that so far no new  "dog fouling" notices had been placed on the kissing gates from Pleasant View down to Panteg chapel. The Clerk to contact the Rangers office again

3. The Clerk had been contacted by W Evans, George and Sons Solicitors, NCE  stating that Carms CC  Legal Dept now wanted duplicate copies of the old leases  signed and the new one for the land around the "Ganolfan" and play area.The Clerk had collected the new copies, had them signed and returned to Mrs Helen Cole - who had sent them back to Carms CC Legal dept

4. The Clerk read a letter from Richard Workman - Director of Tech Services, regarding the toilets at Cenarth stating that the five locations in tourist areas had been deferred from the previous order of closure at the end of February. However he did state that he would like to convene a meeting with each Council to discuss future delivery arrangements. The Clerk had contacted  Liz Dutch, the Sec of group of five locations, stating that this action was unfair in trying to meet everyone separately. She had later cnfirmed that a further meeting of the 5 would be held at the CAV's office  Mount Carmarthen on Friday  10th May at 11 am  It was proposed that Nigel,Jeff, Don and Ken should attend this meeting. A further letter was received from Mr Peter Hughes Griffiths, Leader of the Plaid Cymru group on Carms CC  statiing that he had he had proposed a motion that all public conveniencies should be run by the County Csl. However on voting all Plaid Cymru members who were present (24) plus one independent voted for, and the labour members and independents (38) voted against. This shows how your local Councillor voted

5. A new date had been set for the "Code of Conduct" course at Carmathen CC Offices- it will be held  on the 22nd May at 6pm, Vice chair, Richard James and Clerk to attend.

6. Members atated that road repairs had been carried out in certain areas--a new surface laid from Pontcych  bridge towards Bridgend and also from Banc Clyn Iar through Pengwern Isaf  - Bryn Square to Pengelli to the junction with the NCE - Cardigan road. Many areas still need attention-Penffynon, Amnawr, Capel Iwan, Pantygarn bend - Tycerrig. It was stated that the potholes from Elmar  to Gors and Bwlch had been filled and work carried out on the Bwlchcaebrith to Penbuarth top had been done. Don stated that the surface dressing marks had been painted near Glenview and through to Rehoboth hill- Capel Iwan.

7. CC Hazel Evans had heard that the Review of Electoral Arrangements for the county of Carmarthen would be defeated at the Welsh Assy. The Clerk had received an answer from the Boundary Commission stating that the comments submitted by Cenarth cc would be noted when final proposals were prepared

8,  Letters of thanks were received from NCE Eisteddfod committee and TheWales  Air Ambulance for donations received from Cenarth Comm  Council.

CORRESPONDENCE

1. A letter was received from Anthony Mcdonald,   Cluncoch, Capel Iwan stating that he was hoping to erect a small single bedroom log cabin about  20mtrs from his parent's bungalow. He was asking whether planning consent was needed as it would be built on pillars and therefor classed as not being permanent   Members discussed the matter and CC Hazel Evans stated that she would check with the Planning Officer

2 A Newsletter was received from One Voice Wales inviting the Comm C  to renew membership for 2013 - 2014. Members agreed that we should re-join for the coming year

3    A letter was received from "Menter Gorllewin Sir Gar" inviting members to attend an area Partnership meeting to be held at their offices in NCE   on April 11th at 7pm - Discussion will take place to see what services are needed in the area and how to plan together to meet these needs. It was proposed that Nigel Williams and Richard James should attend

PLANNING MATTERS

1. W/26905--  erection of Micro generation domestic wind turbine near Maudland  House  had been withdrawn

2...W/27635--change of use and alteration to adjoining barn at Penbryn Caradog, Capel Iwan has been granted permission

AOB

1 The chair stated that the surface material on the play equipment area had been removed and would be replaced by scalpings and surface dressing and could be used as a parking area. The area adjoining the village playing field had also been cleared

2.Richard James reported that Llyr James had caught two moles down on the playing field and at the moment ther were no molehills

3. Richard stated that the "Openreach" telephone cable from Pleasant View towards Gerallt was hanging down to the road. He had managed to tie it back at the moment. Clerk to report to "Open Reach". Also a tree lying on the cable near Passby bend Capel Iwan

4. Richard reported that Mr John MCAvoy- road transport had been out inspecting the road verges entering Bryngolau as they were giving way

5  The Clerk stated that the Council Annual Audit date would be the 11th June 2013

The meeting closed at 9.30pm. Next meeting on the 2nd May 2013 at 7pm at "Y Ganolfan" Capel Iwan
