6. MATERION YN CODI O’R COFNODION:

A. 6.B-1/JUL21 - Diffibrylydd - Dywedodd y Clerc ei bod wedi cael hysbysiad wrth y ‘Circuit’ bod gwiriad wedi’i wneud ar y diffibrylwyr. Mark Gower o’r NHS wedi bod mas gyda’r Cyng. Don Griffiths a’r Cyng. Nigel Williams heddiw. Dywedodd bod rhywun wedi agor y padiau yn Capel Iwan ond heb eu defnyddio ac felly methu cael eu defnyddio eto. Dywedodd bod Mr Gower wedi ‘replaceo’ y rhai sydd yna am ddim a dywedodd ei fod wedi gwirio’r batri a dangos i Don a Nigel sut i newid y batri. Dywedodd bod rhaid cael batri Duracell o’r UDA ac NID o Tseina a dywedwyd bod 10 batri ym mhob bocs.. Dywedodd bod angen mynd i wirio un Cwm Morgan i weld y ‘serial numbers’ a gweld os yw’r padiau a’r batri yn iawn i’w defnyddio. Dywedodd hefyd mai cofrestriad y Diffibrylwyr sydd angen ac nid cofrestriad y bocs. Dywedodd bod angen ‘decomissiono’ y Defib unwaith bydd y padiau wedi’u defnyddio. Dywedodd y Cyng. Helen Williams dylai fod manylion cyswllt y Clerc, Don a Nigel arno i roi gwybod os bydd wedi’u defnyddio.

William Davies yn gwirio’r ardal.

I. 7.D-7/NOV - Toiledau Cenarth - Dywedodd y Clerc ei bod wedi siarad gyda’r Cyng. Hazel Evans a bod y Cyngor wedi penderfynu cadw’r toildedau am eleni.

J. 10.A-7/NOV - Coed Llwybr Godremamog - Dim Diweddariad.

K. 10.A-7/JAN - Arwydd Cenarth - Dywedodd y Cyng. Nigel Williams bod yr arwydd yn drwm felly bydd hi’n anodd i unrhyw wynt chwythu’r arwydd drosto. Dywedodd y gellid siarad gyda Geraint Davies amdano i roi pyst newydd yno. Dywedodd y Cadeirydd bod y postion wedi pydru a bod angen ffrâm newydd yno. Gofynnodd y Cyng. Nigel Williams os mai’r Cyngor Sir ddylai dalu amdano. Dywedodd y Clerc ein bod wedi cyfrannu at roi côd ‘qr’ ar yr arwydd llynedd felly dylid rhoi gwybod iddyn nhw amdano. Dywedodd y Cyng. Ken Howell os mai’r Sir sydd berchen arnynt nhw dylai fod yn gyfrifol amdano.

L. 10.E-7/JAN - Arwydd Sgwâr Capel Iwan - Dangosodd y Cadeirydd lun o’r cynllun a cytunodd y Cynghorwyr ei fod yn addas at y pwrpas. Dywedodd mai arwydd alwminiwm ydyw a dywedwyd y gellid rhoi arwydd ar y giât ac ar y sgwâr. Dywedodd y Cadeirydd y byddai’n siarad gyda pherchennog yr ysgol i ofyn caniatâd. Awgrymwyd ei roi ar wal y festri gan na fyddai angen i’r arwydd wynebu dwy ochr fel byddai angen pe bai ar y sgwâr ei hunan. Awgrymodd y Cyng. Meurig Thomas, os byddai’r arwydd ar y Festri a bod pobl yn dod o gyfeiriad CNE, ni fyddant yn gweld yr arwydd. Cytunwyd felly dylid cael arwydd gydag ysgrifen ar ddwy ochr fel bod pobl yn gallu ei weld o’r ddwy ochr. Pris yr arwyddion gan E L Jones yw £124 + VAT. Cytunwyd y dylid archebu’r arwyddion.

7. GOHEBIAETH:

• Llythyr wrth Eisteddfod Cenarth yn gofyn am gyfraniad - cytunwyd i gyfrannu’r un faint â llynedd.

8. CYNLLUNIO:

• PL/08870 - Prior notification building - Steel frame building, clad in box profile black steel sheets with 1.5 meter high concrete walls, 1 personal door with a 3.6 x 3.6 meter roller shutter door. This will be used to store agricultural equipment - Meribah, Capel Iwan - dim gwrthwynebiad.

• Flat Wood - trafodwyd y mater eto a cytunwyd bod defnydd yr ardal yn hollol annerbyniol. Dywedodd y Cyng. Ken Howell y dylid gofyn am gopi o adroddiad o’r dwy flynedd cyntaf.

11. SYLWADAU CYNGHORWYR -

M. Dywedodd y Cyng. William Davies ein bod arfer rhoi cyfraniad i neuadd Capel Iwan ac nid oeddent wedi derbyn taliad y llynedd chwaith. Dywedodd y Clerc y byddai’n gwirio hyn.

12. CYFARFOD NESAF - Cynhelir y cyfarfod nesaf ar Nos Iau y 3ydd o Ebrill. Daeth y Cyfarfod i ben am 8.30yh.

Cenarth Community Council Meeting

Minutes of the meeting held at the Hall, Capel Iwan on ddydd Iau, 6ed o Fawrth 2025 at 7pm.

1. PRESENT: In the Chair -Cllr. Hywel Bowen, Councillors, Pat Thomas, Richard James, Meurig Thomas, Don Griffiths, Nigel Williams, Cllr. Ken Howell, Helen Williams, William Davies, Jeff Kedward PCSO. Clerc - Manon Thomas.

2. APOLOGIES: Cllr. Hazel Evans, Leah Jones PCSO, Anthony John, Philip Gibbons.

3. DECLARATIONS OF INTEREST: None

4. POLICE:

• Jeff Kedward PCSO stated that he hadn’t been out to mark the quad bikes yet as it had been a very busy month.

• He stated that they had moved back in to the Police Station in NCE.

5. MINUTES: Minutes for the February 2025 meeting were proposed by Cllr. Nigel Williams and Seconded by Cllr. Pat Thomas.

6. MATTERS ARISING FOR MINUTES:

A. 6.B-1 / JUL - Defibrillator - The Clerk said that she had been notified by the 'Circuit' that a check had been made on the defibrillators. Mark Gower from the NHS has been with Cllr. Don Griffiths and Cllr. Nigel Williams today. He said that someone had opened the pads in Capel Iwan but had not used them and therefore could not be used again. He said Mr Gower had replaced those there for free and said he had checked the battery and shown Don and Nigel how to change the battery. He said that you have to get a Duracell battery from the USA and NOT from China and it was said that there are 10 batteries in each box. He said that you need to go and check the one in Cwm Morgan to see the serial numbers and see if the pads and battery are ok to use. He also said that it is the registration of the Defibrillators that is required and not the registration of the box. He said the Defib needs to be 'decommissioned' once the pads have been used. Cllr Helen Williams said it should have the contact details of the Clerk, Don and Nigel to report if they have been used.

C. 10.A-1/JUN - Pothole on Hendy turning - No update.

D. 10.A-1/FEB - Water on Bryngolau turn - The Chairman stated that this was worse.

E. 10.B-9/MAY - Tarmac at back of the Hall - No update.

F. 10.E-9/MAY - Road from Cwm Morgan to Glyncoch - No update.

G. 10.A-3/OCT - Water from Bwlchcaebrith to Blaendyffryn - No update.

H. 10.C-3/OCT - Path by the Hall - Cllr Richard James suggested that work should be done on the path now - Geraint Davies' name was suggested to put concrete there. Cllr William Davies agreed that perhaps it would be an idea to do work on the path now as there will be more travel pressure over it since the loss of the car park. It was agreed that Cllr. Richard James and Cllr. William Davies checking the area.

I. Cenarth Toilets - The Clerk stated that she had spoken to Cllr. Hazel Evans who had stated that the County Council had decided to keep the toilets.

J. 10.A-7/NOV - Coed Llwybr Godremamog - No update.

K. 10.A-7/JAN - Cenarth Sign - Cllr Nigel Williams said that the sign is heavy so it will be difficult for any wind to blow the sign over it. He said that we could ask Geraint Davies about putting new posts there. The Chairman said that the posts had rotted and a new frame was needed there. The Clerk said that we contributed to putting a 'qr' code on the sign last year so they should be informed about it. Cllr Ken Howell stated that if the County owns them it should be responsible for it.

L. 10.E-7/JAN - Capel Iwan Square Sign - The Chairman showed a picture of the plan and the Councilors agreed that it was suitable for the purpose. He said it is an aluminum sign and was told that a sign could be put on the gate and on the square. The Chairman said he would speak to the owner of the school to ask for permission. It was suggested to put it on the wall of the vestry as the sign would not need to face two sides as it would need if it was on the square itself. Cllr. Meurig Thomas stated that if the sign was on the Vestry and people came from the direction of NCE, they will not see the sign. It was therefore agreed that there should be a sign with writing on both sides so that people can see it from both sides. The price of the signs by E L Jones is £124 + VAT. It was agreed that the signs should be ordered.

7. CORRESPONDENCE:

• Cenarth Eisteddfod Letter asking for donation - it was agreed that the same donation as previous year would be given.

8. PLANNING:

• PL/08870 - Prior notification building - Steel frame building, clad in box profile black steel sheets with 1.5 meter high concrete walls, 1 personal door with a 3.6 x 3.6 meter roller shutter door. This will be used to store agricultural equipment - Meribah, Capel Iwan - no objection.

• Flat Wood - the matter was discussed again and it was agreed that the use of the are was totally unacceptable. Cllr. Ken Howell stated that we should ask for a copy of the report for the first two years.

9. FINANCIAL MATTERS

The Clerk stated that the following payments were made over the past month:

10. MATTERS NEEDING DISCUSSION -

• Cllr. Don Griffiths stated that nobody has been out to check the gutters in Ardwyn still.

11. COUNCILLORS’ COMMENTS -

M. Cllr. William Davies stated that we usually give a donation to Capel Iwan Hall but they haven’t received the donation this year or last year. The Clerc stated that she would check this.

12. NEXT MEETING - The next meeting will be held on the Thursday, 3rd of April. The meeting was closed at 8.30pm
