September 2015 Meeting
The council meeting was held on Thursday 3rd September 2015 at 7.00 p.m. at Y Ganolfan Capel Iwan.
Members Present:- Samuel Jones (Chairman), Don Griffiths, Nigel Williams, Jeff Lewis, Richard James, Guto Jones, Hywel Bowen, Meurig Thomas, Anthony John and County Counc. Hazel Evans. Apology received from William Davies. Also present was PCSO Jeff Kedward.
The chairman Samuel Jones welcomed everyone to the meeting and asked the police whether they had anything to report in the council area. Jeff stated that the Police had been called to a property in Capel Iwan - namely “Maesiwan”, where three windscreens had been broken. The incident happened on Tuesday 1st September at approx. 10:30 – 11:00 a.m. No one had been seen in the area and the police are asking anyone with information to contact PC Hart 648 at Newcastle Emlyn Police Station or phone 101. Jeff also apologised for missing the last meeting as they had a shortage of staff. As there were no other questions Jeff left the meeting. Samuel Jones congratulated Counc. Hazel Evans and Gareth on becoming grandparents – Rhian having given birth to a baby boy. The chairman and members passed their congratulations to Richard James, Bryngolau for the excellent performance by Llyr James, Richard and Ann’s son in the International Clay Pigeon Shooting Tournament in Mullinavat, County Kilkenny in Ireland. Llyr was representing Wales in the Junior DTL team and he ended up by becoming the champion.
The chairman then asked the clerk to read the minutes of the July meeting. Hywel Bowen and Richard James proposed that the minutes were correct.
Matters Arising

. The clerk stated that re-surfacing had been done on the lay-bys down from Bryn Square to Gellidywyll entrance.

The clerk stated that no direction signs had been replaced on the Sycamore House junction for Pontgarreg. Hazel stated that she would again chase the matter with the Highways Dept.

The clerk also stated that the gutter on the bend past Gors Farm had at last been repaired.

Guto Jones also stated that the collapsed gutter near the Blaenbowi Wind Farm had been repaired.

Counc. Hazel Evans also stated that the road surface from Tanglwst village to Plas yr Hafod, Trelech had been tarred.

Nigel stated that the fallen branches on Gellidywyll Hill had still not been removed. Meurig also stated that trees were leaning across the road above Rhiw Ddu bend, Capel Iwan. They were being supported by BT Telephone cables and needed removing. Members also stated that the trees growing in the plantation in Rhiw Ddu towards Frondeg needed cutting back. The clerk to contact the owners AJ & BJ Williams (Martley) Ltd, Hillend Sawmills, Worcester. Also the trees from Frondeg fields needed trimming back – send letter to owner.

Hazel stated that a new letter box had been erected at Cenarth – situated near the White Hart. The Post Office were still looking for a suitable premises in Cenarth village to set up a hosted outreach option run part time by a Post Master from a nearby branch.

The clerk presented the audited accounts received from BDO LLP Southampton – Council Auditors showing that everything was in order. The action would be noted in the minutes as seen by all members.

Members agreed to accept the unilateral undertaking under section 106 for payment of community grant from NOVUS Energy when the Blaenbowi Solar Park began producing electricity. The clerk to contact NOVUS Energy.

Don Griffiths stated that the footpath from Pentre Isaf, Capel Iwan through to the Pleasant View path had been cleared by the Path Rangers. Don stated that he would check the path from Panteg Bridge through to Godremamog Mill.

The clerk and Counc. Hazel Evans had been in contact with Mr Tony Williams, Highways Dept. regarding the two end supports for the public seat by Argoed Meadow Caravan Park, Cenarth. The council workers had removed them for grass cutting. Tony had promised to bring two other ends so that Nigel Williams could carry out the required repairs.

Jeff Lewis stated that some work had been carried out on the footpath leading to the disabled fishing platform near Ffynnon St. Llawddog, Cenarth. Further work needed from the Glan Teifi end. The clerk stated that Japanese Knotweed was growing around the well area as well as the Balsam plants. The picnic tables in this area needed attention as well. Hazel noted that she would take up the matters.

No action had been taken regarding the collapsed road verge on the road leading from Plyg y Rhiw towards Bridgend – it was very dangerous being so close to the river Cych bank which had also given way. Hazel and clerk to contact Highways Dept.

Guto Jones stated that repairs had been carried out to the deep pot-hole near Ty Gwyn, Capel Iwan and also the broken bollard near Llys Eryl, Tanglwst.
Correspondence:

A letter was received from Capel Iwan Merched y Wawr stating that they would be organising a Macmillan Nurses – Coffee afternoon on Friday the 25th September at 1:00 p.m. in the Ganolfan Capel Iwan – proceeds would be given to the Carmarthen Area Nurses. Members agreed that the council would donate a sum of £150 towards the event.

A letter was received from Rhanbarthau Gorllewin a Dwyrain Myrddin – Caerfyrddin of Urdd Gobaith Cymru – an exciting and dynamic charity for children and young people who also offer different activities to develop each individual to their full potential. Adran Myrddin has the highest membership throughout Wales numbering just over 6,500. Members again agreed to donate a sum of £50.
Planning Matters:

Application no: W/32284 – Discharge of Planning Condition 3 on W/30432 (Method Statement – Bats for Pantygarn, Capel Iwan for Mrs Merita James – council had no objections.
Any Other Business:

Don Griffiths noted that Japanese Knotweed was growing on the entrance to Pentre Isaf and needed attention. It was noted by the members that it was the responsibility of the land owner to kill it off.

Meurig Thomas noted that water was running out of the fields near Pantygarn lay-by and running all along the road surface. Also the surface of the lay-by had broken up with deep pot-holes forming. Draw attention to Highways.

Anthony John and Richard James also drew attention to the water collection near Bryngolau bend with water running into Maes yr Awel and Bryngolau. Also it was stated that the road edges from Bryngolau to Ty Cerrig had eroded in several places making it awkward when cars were passing each other. Attention to Highways again.

Richard James stated that hedge-growth and trees were hanging out into the road on the bend near Pen-banc, Capel Iwan. Clerk to send a letter to the owners of the property.
