JANUARY 2011 meeting

The monthly meeting for Jan was held on the 6th January  at 7 o'clock with Don Griffiths in the chair and all members present , together with  C. C Hazel Evans but apologies from Melfydd Jones and P.C.S.O Jeff Kedward

The Chair extended a warm welcome to all and wished them a happy New Year

The Clerk then read the minutes of the last meeting and they were proposed as being correct by Samuel Jones  and David Phillips

Matters arising  ..  C C Hazel Evans stated that she had been in contact with Mr Hywel Humphries, County Estates dept regarding the progress of the lease of lands around  "The Ganolfan" Capel Iwan. He reported that the documents were being prepared at the moment.  Hazel also reported that she had contacted The Enforcement officer , Rees phillips about the developments taking place around Rehoboth Chapel and he had stated  that all was in order. Hazel was seeking to find out who owned the land around the Chapel.. Carms County Council had stated that it was not theirs . Hazel was now in consultation with some of the older members of Rehoboth. She had spoken to the owners of Godremamog Mill who claimed ownership of the surrounding woodlands and had agreed to the owners of Rehoboth cutting down some of the surrounding trees.

Hazel stated that she and Mr Thomas Maes Y Felin Cwmorgan had had a meeting with Mr Stuart Willis, Planning Dept regarding the refusal to re-site  a caravan at Maes Y felin. With the new information available the Planning Dept  were going to re-examine the application

A letter was received from Mr Tony Williams,Asst Area Manager- Highways Dept stating that the listed potholes and drainage problems would be tackled once the bad weather eases. He was also arranging for grit to be placed in areas reqested. Members stated that new bins had been placed on Bwlchcaebrith hill,Bronygarn and Blaenbowi. no action had been taken regarding the verge collapse opposite the Paintball site at   Cenarth. The Clerk and Hazel were again asled to contact the Highways dept.

Hazel stated that she had checked  upon the areas covered by the road sweepers and had asked for them to visit the Cenarth Ward area.

  The Clerk stated that he had spoken to the manager at Horeb Post Office Sorting depot regarding the stste of the letter boxes at Capel Iwan Square and when would the one at Tanglwst be returned. he  had taken note but nothing had been heard as yet. Hazel had been in contact with the Swansea office but as yet had no reply. Don Griffiths stated that the P.O.Box at Ardwyn had been blocked off and could not be used. Check again with P.O. Royal Mail

A letter was received from Carms C Council  Tech. Services setting out the costs for running the public conveniences at Heol Gelli , Cenarth.  Running costs-- £2200.55,  Attendant--£2823.22,  Cleaning materials--£100.56...   a Total of £5124.33. This meant that 60% of the council precept would be spent on these Conveniences. members agreed that the Clerk send a letter to the Tech Services stating the facts and that it would be an impossible task for the Comm. council. It was felt that if this facility was closed it would have a drastic effect on the tourist trade and local businesses. C C Hazel Evans stated she would take up the case at County Hall.

Hazel had also been in contact with Mr Alex Side, Carms C. C. with regards having a new bus shelter erected near the Three Horseshoe Pub in Cenarth. He had promised to have one erected when funds became available. Hazel asked the Clerk to send a letter on behalf of the Comm Council pressing for the installation.

Two letters of thanks were received for grants sent to McMillan nurses Carmarthen - £125 and Air ambulance Wales a sum of £200.

The Carms  C C Financial Services sent a letter to the Comm Council asking for the precept requirement for 2011 - 2012. After members examined the accounts which had been approved by BDO  LLp Auditors it was agreed that the precept remained the same as last year, a sum of £8500. The demand was duly signed by The Chair and Clerk

A letter was received from Mr brian Lloyd, Llys y coed Capel Iwan setting out the present situation with regards having a Broadband Service for the Capel Iwan area. The Carms Comm Broadband Partnership had successfully negotiated the terms of the grant amounting to £50K  from Carms C Council in respect of Cilycwm and Carmel Comm Councils.This would cover the costs of bringing he Broadband signal into the Community. This is known as Blackhoul. There are four other communnities to follow including Capel Iwan. Funding should be available in April 2011, so it is now important that we start talking to the relevant officer within CC C Regeneration Dept. Brian and Oly Aldridge, Bryn Heulog had distributed over a 100 flyers in the area and so far only 37 positive answers had been received. It was hoped  numbers would increase as the scheme developed.Members expressed thanks to Brian and Oly for the work done so far

Planning Matters

The following applications had been granted planning permission

1. W/23907...Certificate of lawfulness to lift the Agriculural tie at Blaencwm, Capel Iwan for Mr Mathew Tromans

2. W23959---  Supply and install one Evoco  10KW Wind turbine on a 12m monopole mast at Blaenbowy for Guto Jones

New application....no W/24079.....Extension to existing dwelling and increase parking area at Llwyneinon Isaf Capel Iwan for MR G Liles. The Comm C had no objection.

Police Matters

1. A certain person had called at some of the local farms wanting to buy red diesel

2.It was also reported that some activity was again taking place in the woodlands above Blenbowi farm.  The Clerk was asked to contact PCSO Jeff Kedward at NC Emlyn Police Station

The meeting ended at 9pm and the next meeting will be on the 3rd February 2011 at 7pm at "The Ganolfan" Capel Iwan
