• 6.B-1/JUL - Diffibrylydd - Dywedodd y Clerc ei bod wedi siarad gyda’r Cyng. Alan Jones o Gyngor CNE ac maen nhw yn y broses o archebu Diffibrylydd ychwanegol felly gallwn ni archebu rhai ni ar yr un pryd. Maen nhw’n archebu nhw trwy’r GIG ac Ambiwlans Cymru. Mae’r Diffibs hyn yn dod mewn cabinets sydd ddim angen ‘wireo’ i fyny i’r cyflenwad trydan gan fod trydan ynddyn nhw’n barod. Yr unig beth sydd angen gwneud yw naill ai insiwleiddio nhw/tynnu nhw allan os bydd y tywydd yn troi’n oer iawn (yn y meinws). Cyfanswm o 4 Diffibrylydd (Capel Iwan, Cwm Morgan, Penrherber a Thanglwst). Unwaith i ni brynu nhw mae modd cofrestru gyda’r ‘circuit’ sy’n golygu byddai’r gwasanaeth Ambiwlans yn dod o amgylch i’w gwasanaethu. Dywedodd Alan hefydd y byddai’n cyfranu at gost prynu Diffibrylydd Penrherber gan iddo gael Trawiad ar y Galon ei hunan. Mae Alan wedi pasio manylion y Clerc ymlaen i’r cwmni. Dywedodd y Cyng. Hazel Evans y byddai’n gallu cael grant i ni gael Diffibrylydd cyn belled ȃ bo’r anfoneb yn cael ei wneud allan i Gyngor Cymuned Cenarth. Cytunwyd y byddai’r Clerc yn bwrw ymlaen i archebu 4 Diffibrylydd. Cynnig: Cyng. Anthony John  Eilio: Cyng. Nigel Williams.
• 7.2-1/JUL - Hysbysfwrdd safle bws Cenarth -Dywedodd y Clerc ei bod wedi derbyn ebost yn hysbysebu hysbysfyrddau gan gwmni ‘Earth Anchors’ a bod nifer o opsiynnau meintiau a phrisiau ar gael. Dangoswyd yr opsiynnau i’r Cynghorwyr a cytunwyd y dylai’r Clerc archebu’r hysbysfwrdd £129 ar y daflen. Dywedwyd          bod angen sicrhau bod y safle bws yn ddigon llydan ond byddai hysbysfwrdd maint dau A4 yn ddigon. Dywedodd y Cyng. Hazel Evans y dylai’r hysbysfwrdd fod yn ddu er mwyn clymu mewn gyda’r ‘Conservation Area’. Gofynnodd y Cyng. William Davies sut byddai’r hysbysfwrdd yn cael ei roi fyny. • 10.D-7/OCT - Torchau Sul y Cofio - y Cyng Don Griffiths wedi archebu a’u casglu. Cytunwyd y byddai’r cynghorwyr yn cyfarfod am 10yb yn sgwâr Capel Iwan ar y 14eg o Dachwedd ac yna byddant yn mynd lawr i Genarth i’w gosod.
• 10.E-7/OCT - Mapiau - Dangosodd y Clerc rhai o’r mapiau yr oedd wedi derbyn wrth Ken Davies i’r Cynghorwyr. Cytunwyd y byddai’r Cyng. Hazel Evans yn cysylltu gydag Archifdy’r Sir er mwyn gweld os oes modd eu storio a’u hadnewyddu.

• 11.A - Dywedodd y Cyng. Don Griffiths bod y coed yng Nghefn Mount ar Sgwâr Capel Iwan wedi tyfu’u uchel.
• 11.B - Gofynnodd y Cyng. William Davies beth oedd wedi digwydd ynghylch y bws oedd arfer dod o amgylch yr ardal bob dydd Mercher. Dywedodd y Cyng. Hazel Evans na fyddai’r bws yn dod o amgylch rhagor.
• 11.C - Dywedodd y Cyng. Don Griffiths bod yr heol at Sgwâr Black Oak yn wael.

NOVEMBER 2021 MEETING

5. MINUTES:

To confirm the Minutes of the Monthly Meeting of 7th October. Proposed: Cllr. Guto Jones Seconded: Cllr. Don Griffiths

6. MATTERS ARISING FOR MINUTES:

• 6.B-1 / JUL - Defibrillator - The Clerk reported that she had spoken to Cllr. Alan Jones from CNE Council and they are in the process of ordering an Extra Defibrillator so we can order some at the same time. They order them through the NHS and the Welsh Ambulance. These Diffibs come in cabinets that don't need to be 'wired up' to the electricity supply because they already have electricity. All you need to do is either insulate them / remove them if the weather turns very cold (in the minus). A total of 4 Defibrillators (Capel Iwan, Cwm Morgan, Penrherber and Tanglwst). Once we buy them you can register with the 'circuit' which means the Ambulance service would come around to serve them. Alan also said he would contribute to the cost of buying a Penrherber Defibrillator as he had a Heart Attack himself. Alan has passed on the Clerk's details to the company. Cllr. Hazel Evans would be able to get a grant for us to get a Defibrillator as long as the invoice is made out to Cenarth Community Council. It was agreed that the Clerk would proceed to order 4 Defibrillators. Proposed: Cllr. Anthony John Seconded: Cllr. Nigel Williams.
• 7.2-1 / JUL - Cenarth bus stop notice board - The Clerk advised that she has received an email advertising billboards from 'Earth Anchors' and that there are a number of size and price options available. Councilors were shown the options and it was agreed that the Clerk should order the £129 notice board on the leaflet. It was stated that there was a need to ensure that the bus stop was wide enough but a two A4 size notice board would suffice. Cllr. Hazel Evans that the notice board should be black to tie in with the Conservation Area. Cllr. William Davies how the notice board would be put up. The Clerk stated that he would ensure that brackets were available before ordering. Proposed - William Davies Seconded - Nigel Williams.
• 11.3-1 / JUL - Cenarth Car Park Sign - The Clerk stated that he would speak to Ken Davies to see if he knows the history of the sign.
• 11.7-1 / JUL- Clean Closet Update - Cllr. Hazel Evans has found Tony Williams but nothing has changed.
• 11.8-1 / JUL - Update Kiosk - No update - issue ongoing.
• 7.M-7 / OCT - Jeff Lewis Retirement - The Clerk reported that she had received a 'Notice of Vacancy' from the Council and had displayed it but had not received a replacement application. Possible individuals were discussed.
• 11.A-7 / OCT - Pentre Isaf Square - No update

7. CORRESPONDENCE:

• Letter out (8 / OCT) to the occupants of the home, Hill View, Capel Iwan regarding hedge cutting. It was reported that this hedge had been cut.
• Letter out (8 / OCT) to householders, Penybanc, Capel Iwan regarding hedge cutting. The Clerk asked if another letter should be sent as the hedge is not cut. It was agreed to wait another month.
• Email out (8 & 12 / OCT) and email in from Shelley Williams of the Council requesting 'Notice of Vacancy' for Cllr. Jeff Lewis. See Above.
• Email in (11 / OCT) to Rob Smith, Chairman of the Society of Local Council Clerks (SLCC) thanking Ken Davies for the SLCC annual awards and although unsuccessful, says "your nomination was carefully considered among others group of nominees'.
• Email (15 / OCT) from One Voice Wales with the 'Informal Resolution Protocol' about resolving complaints within the council.
• Email in (26 / OCT) from Cllr Mair Stephens, Carmarthenshire regarding the Council's Christmas Gift Appeal - able to contribute a sum of money to buy Christmas presents for the County's less fortunate children - Agreed that we donate - Clerk to look into this.
• Email in (1 / NOV) to Michael Roberts Carmarthenshire County Council about 'Extending the Carmarthenshire Council (Dog Control) Public Spaces Protection Order until 2022. It was reported that a gate between the hall and the playing field was needed but this was a matter for the hall. Cllr. William Davies to raise the issue at the next meeting.
• Email in (3 / NOV) from NHS Wales about the Welsh Government's £ 500k fund for a Welsh Community Defibrillator via the Wales Air Ambulance.
• Email in (3 / NOV) to the Council the closure of Newcastle Emlyn U5416 road from the 15th of the month.

8. PLANNING:

• 8.A-7 / OCT - Planning application update PL / 01904 Sion Thomas, Hendy - still ongoing.
• PL / 02956 - Agricultural Nutrient Store - Land at Waunlwyd, Capel Iwan - consultation date from 3/11 to 24/11 - Request by A and M James, Pen yr Allt, Cilrhedyn. No Objection
• PL / 02784 - Approval of details reserved external finishes) - SuDS / Drainage - Penlan Holiday Village, Cenarth - Consultation Period. No Objection.
• PL / 02678 - Householder planning permission - Llys y Werin, Capel Iwan - Request by Matthew Fraser - Consultation Period. No Objection.

9. FINANCIAL MATTERS

The Clerk stated that the following payments had been made over the past month:

10. MATTERS NEEDING DISCUSSION 

• 10.D-7 / OCT - Remembrance Sunday wreaths - Cllr Don Griffiths ordered and collected. It was agreed that the councilors would meet at 10am in Capel Iwan square on the 14th of November and then go down to Cenarth to set it up.
• 10.E-7 / OCT - Maps - The Clerk showed Councilors some of the maps he had received from Ken Davies. It was agreed that Cllr. Hazel Evans contacts the County Record Office to see if they can be stored and refurbished.

11. COUNCILOR'S COMMENTS

• 11.A - Cllr. Don Griffiths stated that the trees at Cefn Mount on Capel Iwan Square had grown tall.
• 11.B - Cllr. William Davies what had happened about the bus used to come around the area every Wednesday. Cllr. Hazel Evans said the bus would no longer be around.
• 11.C - Cllr. Don Griffiths said that the road to Black Oak Square was poor.
• 11.D - It was reported that a lot of water was coming out of Pant y Garn.
• 11.E - Cllr. Anthony John that much water passes through Blaendyffryn. Cllr. Hazel Evans says that nothing can be done about this unless the owners have diversified the flow.
