SEPTEMBER MEETING

The monthly meeting of the Council was held on the 2nd sept at 7.00 at the Ganolfan. Capel Iwan.

With Don Griffiths in the Chair all members were present and The Chair welcomed all members back after the summer break which was tinged with sorrow on the sudden death of our County Councillior Haydn Jones , Crugmor Tanglwst. A minute's silence was observed and the Chair expressed words of sympathy with his wife Mair and family and stated that his death had left a deep void in the Community and members would miss his leadership and wise advice on all Council matters. We have lost a true friend and is profoundly missed by all   Jeff lewis proposed that these words should be recorded in the Council minutes.

David Phillips stated that the Police would not be present this month as they were activiely involved in attempting to find the people responsible for local breakin,s the previous night. Mr Ken Newman Rhyd  Capel Iwan had his quad bike stolen and a building at Glandwrog had also been targeted

The Clerk then read the minutes of the previous meeting and they were proposed as being correct by Nigel Williams and Chris Thomas

   Matters Arising

Jeff Lewis stated that work was to proceed this month on repairs to the drainage pipe crossing the road from Cenarth to Abercych.. CC TV pictures had revealed damage to the interior and Anthony James and Son Tegfan had been awarded the contract to carry out the needed repairs. The new culvert opening also needed clearing, it had been blocked again by cattle gathering near the entrance

The Clerk stated that Mr Mark Pengilly had attended a meeting of the Hall Committee to discuss the playfield access and Community Hall. Mark had no objection  to a slice of the hedge coming down from the school gate to meet the Hall boundary wall. Mark regarded the hedge of evergreens that he had planted as his boundary. Discussion then took place with regards to buying an extra piece of land belonging to Erwdeg so that the entrance to the playing field could be extended. Mark was willing to sell a parcel of land and it was decided that David Phillips were to call and discuss with him the size involved and the price asked. David stated that he had  called with Mark Pengilly and a price of £6000 had been given by Valuer Philip Ling, Newcastle Emlyn. However he had stated that he would be willing to reduce the asking price members were anxious to know what exact measurements were to be agreed on. It was proposed that Don, William, David and Ken should call at Erwdeg and measure the exact size and then discuss the asking price again. David then went across to see Mark and came back to say that we should meet on Friday evening 3rd Sept to agree on size of plot.

The Clerk then gave a report of the meeting attended by himself, Don  and  William at thge St David,s Council Complex,Estates and Valuation Dept.     Disscussion took place with Mr Hywel Hymphries regarding the leases between Carm County Council and Cenarth Comm Council. The Clerk had taken the leases from Solicitors W Evans George NCE.         Mr Humphries stated that he would have to come to an agreeement with Mr Pengilly for the removal of the stone wall which belonged to the Education Dept at the entrance to the school. As Mr Pengilly was attempting to sell a building plot next to the entrance one of the conditions was for removal of stone wall to provide a pavement in front of new plot. Hywel thought that the Council should be offered a reduced price on the extended parcel of land. The Estates Dept  were now going to combine the leases into one and to extend them to 99yrs. Also they would ensure an entrance to the playing field and ther would be no need to remove the play equipment as there was enough room between the school and the frames.   We are now awaiting an answer from Hywel Hymphries

Jeff Lewis reported that repairs to Cenarth bridge had been completed

The Clerk stated that no answers had been received regarding the branches and debris in the River Cych at Plygyrhiw  from the River Authority. neither had we heard  from Pembs Highways Dept regarding the hedge overgrowth at Bridgend. The Clerk stated he would agin send letters

The Clerk stated that he had received a letter from Kate Halliwell, Bidwells LLP stating that at the present time they could not sell the parcel of land in front of Glancorrwg Cenarth to Cenarth Comm Council. They would await the result of the pending public sale. The Clerk stated that the property had not been sold but Jeff thought otherwise. Jeff would make inquires

Don and The Clerk attended the Assets Review meeting at Llanllwni Church Hall on the 27th July. Discussion took place with a member of their team regarding the pending closure of Capel Iwan Primary School and the  effect on access to the playing field and Ganolfan  A note was made of all the details and would be reported to the estates and Valuation Dept

Samuel Jones stated that no checks had been carried out on the fire hydrants in the area. Neither had we heard anything about the passenger access on the weekly bus service to Carrmarthen. The Clerk was asked to recheck again

Samuel also stated that he thought that the owners of Foel farm had erected the wicket gates at Bwl Y Foel and their own staff kept the paths clear. The Clerk to check again with Mr Eirian James,Manager of the access to the Countryside Team to see who looked after the paths etc

Correspondence

A letter was received from Emlyn Pool management committee asking whether the Council could support the running costs of the poll. As the pool is not owned by Carms C C members have to find donations, grants etc themselves. After disscussion it was agreed to donate £150 towards the funds.

A letter received from Llais Cymru informing Councils that a new  Chief Executive had been appointed namely Mr Lyn Cadwallader  taking effect from 6th Sept.

Planning

App no  W/22078. New entrance to existing dwelling Dan Plain Cenarth for Mr  GG Elliot  has been lodged with  N.A.Wales for appeal because of refusal.

No.  W/23308..   Erection of domestic garage to side of dwelling at Bodlondeb Capel Iwan for MR Rush .... granted 16/08/2010

No.. W/23470 Proposed change of use of redundant out buildings at Tycerrig Capel Iwan to two holiday units for Mr and Mrs Topham.......no objections.

AOB

It was agreed that the CCTV system installed by the Comm Council on the school building should be removed  and resited on the Ganolfan.

Also agreed that the sum of £125 be donated towards the Macmillan Nurses , Carmarthen  branch to be presented at the afternoon tea meeting to be held at the Ganolfan on the 24th Sept 2010

Don stated that the road surface down Rehoboth hill  was in a bad state with deep potholes, also building work was being carried out above the Chapel and across the old footpath also digging was taking place near the road foundations  Clerk to check with Highways and Planning Dept

The meeting ended at 9.30pm and the next meeting will be held on the 7th Oct 2010 at Y Ganolfan  at 7pm
