Cenarth Community Council 


The monthly meeting of the Council was held on Thursday the 7th of September 2018 at Y Ganolfan Capel Iwan at 7:00 p.m.
Members present:- William Davies, Don Griffiths, Nigel Williams, Samuel Jones, Jeff Lewis, Guto Jones, Hywel Bowen, Meurig Thomas, Anthony John and County Council Hazel Evans. Apologies were received from Richard James and PCSO John Kedward. The chairman Anthony John welcomed everyone to the start of the Autumn meetings.                                                                                               The clerk was asked to read the minutes of the July meetings. They were proposed as being correct by Nigel Williams and Guto Jones. The chairman  also stated that they were glad to see the clerk Ken Davies recovering after his hospital treatment. Ken thanked the members for their good wishes.


Matters arising :-
1.    Councillor Hazel Evans stated that she had been around the district with Highways Supervisor Mr Tony Williams looking at all the listed problem areas and he promised to do as much work as the finances allowed. Hazel had failed to contact Guto Jones on the day and hence she and Tony had been unable to locate the collapsed drain on the hill down from Black Oak square towards Tanglwst. Guto stated that he would take photographs of the  drain and forward them to Hazel and then onwards to the highways department.  Guto also stated that he had spoken to the council lorry driver who had stated that they were going to send a camera down that section of the surface water drain to locate the blockage. Members noted that the road surface from  Ty-Cerrig junction through to Ffynnon-Wen had been resurfaced. Also the road down from Black Oak square towards Tanglwst as far as the water treatment station. Hence prompt action was needed to repair the broken drain here or all the good work would be washed away again. Hazel made further notes.
2.    The clerk stated that the kiosk at Capel Iwan square had been removed and Don stated that he had received several complaints from the public. It was also noted that the ‘Red Kiosk’ at Bryn Square Penrherber had not been replaced after being damaged - although Carmarthen County Council had promised another instead. The clerk was asked to contact Nia Stoakes Carmarthenshire County Council.
3.    Councillor Hazel Evans stated that she had spoken to the enforcement officer who stated that the Gwalia extension at Capel Iwan had been granted retrospective planning consent. The ‘Paint Ball site’ at Allt Gellidwywyll Cenarth had been granted permission to be run as a business site only but no living accommodation. The development at the forestry site on Gellidywyll Hill was still being investigated. Members now noted that large container vehicles had been moved on site and someone was carrying out wood workings there. Higher up the hill the tops of several ‘yurts’ could be seen.
4.    The clerk read a letter from Mr Martin Murray the Units Public Rights of way developer offices which included maps of all numbered footpaths in the Cenarth Community Council area. He was still asking whether the community would be willing to take over the maintenance of selected paths. Members discussed the notes and decided to take over the following paths-
1)    Pleasant view to Capel Panteg. 5/14/1
2)    Pentre-Isaf Capel Iwan to meet pleasant view path. 5/15/2 
3)    Bridge at Capel Panteg through to Godremamog Mill. 5/40/1
4)    Rhyd Y Felin, Penrherber through to Pontgarreg chapel. 5/21/1
Members also asked the clerk to check with Mr Murray what the situation was regarding the dangerous over hanging branches at the St.Llawddog’s Well area and Picnic site at Cenarth village. 
5.    No action had been taken to replace and install new black and white reflective warning poles on BwlchcaeBirth Hill,  Afallon Capel Iwan and the ditch on the road from Pant Y Bwlch to Penbuarth Hill. Councillor Hazel Evans stated that she and Mr Tony Williams had failed to locate this accident site. Local members gave Hazel the exact location and she would again contact the Highways Dept.


Correspondence:
1.    A letter and report was received from Opinion Research Services,  Swansea, setting out ‘Findings for our Big NHS change’ for Hywel Dda University health board. There had been about 51,000 people who have signed their names on petitions linked to radical plans on the future of health services in West Wales. There have also been 5,395 questionnaires filled in and 160 events attracting more than 4,000 people. After the 12 week period of public consultation the Health Board are publishing the report to the public before making further changes. This will be held at the Carmarthenshire Community Council chambers on Wednesday 26th September 2018 where a future service model will be discussed.
2.    Letters and reports were also received from Jonathan Edwards MP and Adam Price AM regarding the ‘Big NHS change’ consultation. A report had been submitted on behalf of Plaid Cymru setting out their feelings and proposals.
3.    A letter received from Barclays Banks stating that their Newcastle Emlyn branch would be closing on Friday the 16th of November 2018. A reduction in the number of people using the branch to do their everyday banking was quoted as being the reason for closure. Cardigan would be our nearest branch or the Post Office at Sycamore St. Newcastle Emlyn would provide every day banking services for customers.
4.    A letter was received from Carmarthenshire County Council-Mr Jason Lawday-Countryside access Officer regarding the latest update on the application for Definitive Map Modification  Order at the Three Horseshoes path at Cenarth. He stated that there is insufficient evidence to record a public right of way along the route at this time. Two of the three land owners wish to contest the application it would not be possible to create the route by dedication agreement. The good news is that the new owners of the Three Horseshoes have provided a concrete path around the back of their shed to allow access to the rivers side. They are intending to do more as currently it is not obvious where the path is when coming from the pub direction.
5.    A document was received from Rural Housing Enabler Tai Ceredigion setting out a local lettings policy for affordable housing being developed at Maes Awmor Cenarth. They wished to prioritise housing allocations for those with a local connection to the area. All applicants who wish to apply for a new house must apply to Ceredigion Joint Housing register. They hope that families would be moving in on December 2018-January 2019. House letting would start in September. Applicants should contact the county council Ceredigion-link http://www.ceredigionhousingoptions.cymru/

6.    An email was received regarding a planning application to extend the Penlan Holiday Village at Cenarth by building 23 extra lodges, 8 touring pitches, shower block and 4 staff accommodation. It was noted that this was a pre-planning notice to the community council. Members agreed to wait till the application was submitted to the Carmarthenshire County Council planning authority before commenting.
7.    A letter and report was received from the Local Democracy  and Boundary community and Commission for Wales regarding the review of electoral arrangements for the County of Carmarthenshire. Draft proposals- They were asking for comments to be sent in by the 27th of November 2018. The commission proposes to combine the communities of Cenarth, Llangeler and Newcastle Emlyn to form a electoral ward of 4,406 electors. Which is represented by two councillors would result in a level of representation that is 15% above the proposed county level. The electoral name given was Cenarth and Llangeler. All members and our County Councillor felt that a two member ward would never work out. It would be possible to have our two councillors from Llangeler ward - this is not a fair democracy. Members agreed that the clerk and Councillor Hazel Evans should meet to draw out a draft letter of objection to the proposal.
8.    A letter of thanks was received from Mrs Julia James,  GlynCoed Cenarth secretary of Cenarth MC. Chapel Eisteddfod thanking the community Council for their kind donation towards the 2018 Eisteddfod sum of £150. Member also agreed to send a donation of £150 towards their 2019 Eisteddfod at Cenarth MC.Chapel.
9.    A letter of thanks was also received from the Carmarthenshire YFC- C.FF.Ifanc thanking the Council for their kind donation towards the running cost. Members also agreed to send a sum of £150 towards the cost of year 2019.


Planning applications-   
1.    W/37530 Interior refurbishment and replacement of steel windows at Gelligatti, Newcastle Emlyn- No objection.
2.    W/37614-Full planning- Proposed erection of Agricultural Building at Penbuarth Newcastle Emlyn applicant - C & A Davies- No objection.
3.    W/376/15- Proposed erection Agricultural Building on location of farmhouse,  Penbuarth Newcastle Emlyn which is being demolished. Applicant -C & A Davies- No objection.
4.    W/376/16 Demolition  of farm dwelling at Penbuarth Newcastle Emlyn and erection of new dwelling house applicant- C & A Davies- No objection.


Any other business-
1.    Letter of thanks was received from Newcastle Emlyn Eisteddfod Committee for donation sent towards the 2018 festival.
2.    A letter was received from Capel Iwan Merched Y Wawr asking the community council whether they would be willing to support the annual Afternoon Tea event in aid of MacMillan Nurses-Carmarthenshire.  Members agreed to donate a sum of £150 towards the event.
3.    The clerk noted that he had spoken to Mr Arwel Price-street lighting engineer,  Tostre who had stated that the street lamp at Groesffordd Capel Iwan had been installed and was now working. (706/04).  He also promised to look further into the costs of re-instating the lamp at Penrheol Uchaf Capel Iwan (706/18).

4.    Guto Jones stated that the warning sign for ‘T’ Junction on the main road leading towards Blaenbowi junction from Newcastle Emlyn had fallen over and needed re-erecting.  Councillor Hazel Evans noted the fact.
5.    Don Griffiths stated that the county council had not taken any action to destroy the Japanese knotweed on the road side leading down to Pentref Isaf, Capel Iwan. Hazel Evans noted the fact.


The meeting ended at 9:30 p.m. Next meeting 4th of October 2018 at 7:oop.m. at Y Ganolfan, Capel Iwan.
