Cenarth Community Council
The monthly meeting of the Council was held on Thursday the 4th of July 2019 at Y Ganolfan, Capel Iwan at 7:00 p.m.
Members Present:-
Don Griffiths, Jeff Lewis, Hywel Bowen, Nigel Williams, Meurig Thomas, and Anthony John. Apologies were received from William Davies, Samuel Jones, Richard James, Guto Jones and County Councillor Hazel Evans also PCSO Jeff Kedward. The Chairman Hywel Bowen welcomed everyone to the meeting and asked the clerk to read the minutes of the June meeting. The minutes were proposed as being correct by Don Griffiths and Guto Jones.
Matters arising:-

Members noted that no action had been taken by the Highways Maintenance Team in filling the listed pot holes in the Community area. The Clerk stated that he had been sending regular letters to Mr Tony Williams-HIghway Supervisor at Cillefwr Depot listing the problem areas but no written response. Members agreed that an email should be sent to the County office and also send a copy of the latest letter to Mr Darren King-Highways Manager as recommended by Ms Ruth Mullens-Director of the environment.

The Clerk stated that he had received an email from Ms Branwen HG.Jones-Grant Thornton UK LLP stating that she had received the required information regarding the Community Councils Audit returns for 2018-19 and was proceeding with the Audit. The Auditors had also asked for a copy of the Community Councils FInancial Regulations. The Clerk stated that he had sent a copy.

The clerk stated that he and County Councillor Hazel Evans had attended a Liaison Forum on the 19th of June at Carmarthen County Councils chamber. The meeting was attended by representatives from all Community Councils in Carmarthenshire. The main item was a discussion on changing Sodium LIght Street lamps to LED lighting. Philips the manufacturer had stated that from July 2019 they would stop taking orders for sodium units. Carmarthen County Councillor Public lighting team had put together a project proposal for this change over. They have also secured access to a Welsh Government loan which is spread over an eight year period and is interest free. The tendered cost of replacing each unit would be £139. Cenarth has 33 sodium lights . Town and Community Councils have to decide whether or not they join the scheme by the 19th of July 2019. After discussion members agreed to join the project for replacements.

The Clerk stated that he had written a letter to Mrs iIa Stoakes- Carmarthenshire Planning Authority regarding the replacement of the Red Kiosks at Bryn Square, Penherber road and one at Capel Iwan Square. No answer had been received so far. The Chairman Hywel Bowen stated that he would be willing to take up the matter with Mrs Nia Stoakes.

Discussions took place regarding the play equipment and picnic tables at the Village Sports Field, Capel Iwan. Councillor Hazel Evans had stated that the Carmarthen County Council had an inspector who went round checking play equipment and issuing safety certificates. Hazel Evans now checking the cost involved. Members agreed it would be a good idea to reduce the height of the old climbing frame and check its safety. Also the picnic tables were in a bad state of repair and needed repairing. Anthony John stated that he could bring a recycled plastic table for people during the Potted Sports Evening on the 5th of July.

Members also discussed the maintenance of the three footpaths that the Community Council had taken over i.e 1) 5/12/2-Pentre Isaf to Pleasant View path. 2) 5/14/1- Pleasant View to Panteg Chapel. 3) 5/006/1- Rheoboth Bridge to Godremamog Mill. It was agreed to make enquiries to find someone to do the trashing work.

Nigel Williams stated that a meeting was being held next week by the Cardigan Hospital League of Friends to discuss the volume of donations they were going to make towards the new Health Center at Cardigan Town.

Members noted that part of the stone cemetery wall at Capel Iwan had been dislodged by the trashing machine and were lying on the road side. Also it was noted that the stone bridge had also been dis-loged and was unsafe. Clerk to inform County Councillor Hazel Evans and the Authorities.

Members also discussed the placement of a new Street Light by the houses near Bryngolau Farm. The Clerk to check with Arwel Price street lighting engineers -trostre Llanelli regarding location and costs.
Planning Applications:-

Application W/39003-full planning. Proposed erection of an extension to the side of dwelling at Llain capel Iwan. Applications: Mr+Mrs Dylan and Elen Bowen. The members had no objections.
Any Other Business:-

The clerk received an email from finance department of Wales Audit office on the 10th of July 2019 stating that Cenarth Community Council had not paid for the work carried out on the Audit for year 2017-18. The Clerk stated that he has made several attempts to get the Auditors to forward the invoice with no luck. The finance department-Lydia Menzies Newell then emailed the invoice for £268.75. The Clerk contacted the chairman Hywel Bowen and he and Anthony John signed the cheque for £268.75 which was dispatched to the Audit Wales office in Cardiff on the 10th of July 2019.

The meeting ended at 9:30pm. Next meeting will be on Thursday 5th of September 2019 at 7:00pm at Y ganolfan Capel Iwan.
