  • 6.B-1/JUL21 - Diffibrylydd - Dywedodd y Clerc bod CFfI Capel Iwan wedi dangos diddordeb mewn cynnal sesiwn hyfforddiant agored i’r cyhoedd. Dywedodd y Cyng. Don Griffiths bod galw yn y pentref am fwy o Diffibrylwyr gan bod y 3-4 munud cyntaf yn gritigol a dylai un fod yn agos i bawb. Cytunwyd y dylid edrych mewn i fwy o grantiau. 
  • 11.8-1/JUL21 - Kiosk Capel Iwan - Dywedodd y Clerc ei bod wedi cysylltu gyda BT a oedd yn cynnig prosiect ‘Adopt a Kiosk’ ond roedden nhw wedi dweud nad ydyn nhw’n dosparthu ‘Kiosks’ dim ond rhoi cynnig i gymunedau i fabwysiadu’r rhai sydd yno’n barod. Dywedodd y Cyng. Hazel Evans bod gormod o amser wedi mynd  heibio nawr ers y ddamwain. 
  • 10.A-12/MAY - Coeden rhwng y Ganolfan a Maes Gwyn - Dywedodd y Cadeirydd ei fod wedi cyfarfod gyda Paul Jones o’r National Grid a’i fod wedi bod mas i’r safle gan ddweud nad ydynt yn torri coed i lawr ond gallan nhw droi’r pŵer i ffwrdd am hyd at 3 awr i’n galluogi i wneud. Dywedodd Paul Jones hefyd ei fod wedi siarad gyda perchennog Maes Gwyn tua 2 flynedd yn ôl am y goeden a’i fod yr adeg hynny eisiau torri’r coed i gyd. Dywedodd y Cyng. Nigel Williams ei fod yn ddrud i wneud hyn. Datganwyd mai perchennog Maes Gwyn yw perchennog y coed ond gellid gofyn yn y gymuned os oes unrhywun eisiau’r pren. Datganodd y Cyng. William Davies y dylid gadael y mater tan y Gwanwyn. Awgrymodd y Cyng. Nigel Williams y gellid gofyn am bris torri’r coed. Gofynnodd y Cyng. Don Griffths beth ddylwn ni wneud gan mai perchennog Maes Gwyn yw perchennog y coed. Dywedodd y Cyng. Pat Thomas mai cyfrifoldeb perchennog Maes Gwyn yw torri’r coed nid ni. Dywedodd y Cadeirydd ei fod ef, y Cyng. Guto Jones a’r Cyng. Don Griffiths wedi cyfarfod â pherchennog Maes Gwyn tua 6 mlynedd nôl i geisio torri’r coed ond gwrthododd perchennog Maes Gwyn.

  • 10.B-2/FEB - Biniau Ailgylchu - Dywedodd y Cyng. William Davies nad oedd wedi derbyn bocs ailgylchu gwydr o hyd.
  • 10.D-6/APR - Torrwr Porfa - Datganodd y Cadeirydd ei fod wedi torri lawr a’i fod yn y garej ar hyn o bryd yn cael ei drwsio. Dywedodd ei fod wedi cael pris am drwsio o £300 - £400 ond dywedodd byddai prynu un newydd yn costu tua £3,000. Cytunwyd y dylid trwsio’r peiriant.

  • PL/06355 - Prior notification - Development by telecoms operators - Lattice Tower - Land near trees East of Capel Iwan Road - Dywedodd y Cyng Ken Howell fod y geiriau ‘prior notification’ yn golygu bod hwn yn mynd i ddigwydd. Dywedodd y Cyng Philip Gibbons ei fod yn pryderi’n fawr am hyn a’r bwriad yw codi mast 60 troedfedd ar gyfer Vodafone. Dywedodd ei fod yn gwrthwynebu gan ei fod yn amherthnasol i’r ardal gan fod y mwyafrif o’r galwadau yn dod trwy’r mast yn Beulah, ac hefyd gan fod y mast ar gyfer un cwmni felly nid yw ar gyfer pwrpas busnes. Cytunwyd y byddai’r Cyngor yn gwrthwynebu a’n gofyn bod y mast yn medru cael ei ddefnyddio gan gwmnïoedd arall.

10. MATERION ANGEN TRAFODAETH - 

  • Dywedodd y Cadeirydd nad yw’r wal heibio i’r hen Swyddfa Bost wedi’i dorri ac mai Keith Leighton oedd fel arfer yn ei dorri. 
  • Dywedodd y Cyng. William Davies bod angen trashio heol Gelynnen gan bod neb wedi llynnedd na’ leni. Dywedodd y Cyng. Guto Jones mai Gareth Parr oedd â’r contract ond bod A James wedi cael y contract eisoes.

11. SYLWADAU CYNGHORWYR - 

  • Diolchodd y Cyng. Don Griffiths i Mr S Davies, Penrheol Isaf am drwsio’r ‘noticeboard’.
  • Dywedodd y Cyng. Pat Thomas bod bore coffi McMillan Capel Iwan ddiwedd y mis a bod y Cyngor fel arfer yn cefnogi’r mater. Cynnigodd y Cyng. Meurig Thomas y dylid cyfrannu £200 at yr achos, eiliwyd hyn gan y Cyng. Philip Gibbons.
  • Dywedodd y Cyng. Don Griffiths bod neuadd Capel Iwan wedi cael anfoneb o £1,300 am trydan a cynnigodd y Cadeirydd y dylid cyfrannu at hyn. Cynnigodd y Cyng. Guto Jones £500 ac eiliwyd hyn gan y Cyng. Nigel Williams.
  • Dywedodd y Cyng. Nigel Williams ei fod wedi gweld Ci yn yr afon yng Nghenarth a 2 fachgen tua 9/10 oed yn nofio ar ei ôl ac yna aeth y bechgyn yn sownd ar yr ynys a gorfwyd galw’r frigâd dân. Dywedodd ei fod wedi ffonio CNC (NRW) yn gofyn iddyn nhw ystyried ei 2 gwyn diweddar gan ei fod yn pryderi am atebolrwydd. Dywedodd bod angen i’r goeden gael ei dorri gan ei fod yn newid llif yr afon y bydd yn arwain at lifogydd. Dywedodd y byddai’n cwrso eto os na gaiff rhywbeth ei wneud am hyn.

Cenarth Community Council Meeting

Minutes of the meeting held at the Center, Capel Iwan on Thursday, 7th of September 2023 at 7pm.

1. PRESENT: In the Chair - Cllr. Richard James, Councillors: Don Griffiths, Pat Thomas, Meurig Thomas, William Davies, Philip Gibbons, Cllr. Ken Howell, Cllr. Hazel Evans and.Clerk - Manon Thomas.


2. APOLOGIES: Cllr. Hywel Bowen, Cllr. Anthony John, Jeff Kedward PCSO and Shannon Sinnott PCSO

3. DECLARATIONS OF INTEREST: None

4. POLICE: None

5. MINUTES:  Minutes for the September 2023 Meeting were proposed by Cllr. Don Griffiths and Seconded by Cllr. Nigel Williams.

6. MATTERS ARISING FOR MINUTES:

  • 6.B-1 / JUL - Defibrillator - The Clerk said that Capel Iwan YFC had shown an interest in holding an open training session for the public. Cllr Don Griffiths said that there is a demand in the village for more Defibrilators as the first 3-4 minutes are critical and one should be close to everyone. It was agreed that more grants should be looked into.
  • 11.8-1/JUL21 - Capel Iwan Kiosk - The Clerk said that she had contacted BT who were offering an 'Adopt a Kiosk' project but they had said that they do not distribute 'Kiosks' they only offer communities to adopt those that are already there. Cllr Hazel Evans said that too much time has passed now since the accident.
  • 10.A-12/MAY - Tree between the Center and Maes Gwyn - The Chairman said that he had met with Paul Jones from the National Grid and that he had been to the site saying that they do not cut down trees but they can turn off the power for up to 3 hours to enables to do. Paul Jones also said that he had spoken to the owner of Maes Gwyn about 2 years ago about the tree and that at that time he wanted to cut all the trees. Cllr Nigel Williams said that it is expensive to do this. It was declared that the owner of Maes Gwyn is the owner of the trees but it could be asked in the community if anyone wants the wood. Cllr William Davies said that the matter should be left until the Spring. Cllr Nigel Williams suggested. that the price of cutting the trees could be asked. Cllr Don Griffths asked what should we do as the owner of Maes Gwyn is the owner of the trees. Cllr Pat Thomas said that it is the responsibility of the owner of Maes Gwyn to cut the trees, not us. The Chairman said that he, Cllr. Guto Jones and Cllr. Don Griffiths met with the owner of Maes Gwyn about 6 years ago to try to cut the trees but the owner of Maes Gwyn refused.
  • 10.C-12/MAY - Turning on Blaenpant Road - Cllr. Hazel Evans said that the hole had gone.
  • 10.E-12/MAY - Turning on Bryngolau road -The Chairman stated that this had been sorted. 
  • 10.F-12/MAY - Road between Tŷ Cerrig and Brohedydd - No Update.
  • 10.A-4/NOV - Penrheol Isaf Road to Derlwyn - No Update. Cllr. Don Griffiths that this area is bad. Cllr Meurig Thomas said that the trees grow out. It was agreed that the Chairman would break them.
  • 10.D-6/APR - Lawn Mower- The Chairman declared that it had broken down and was currently in the garage being repaired. He said he was quoted a repair price of £300 - £400 but said buying a new one would cost around £3,000. It was agreed that the machine should be repaired.
  • 10.A-1/JUN - Pothole on Hendy turn - No update.
  • 10.B-1/JUN - Godremamog path - The Chairman thanked Cllr. William Davies for doing work here to clear the area. It was said that many dogs are walked there but fair play, the area is very clean.
  • 10.C-1/JUN - Penrherber Road - No update.

7. CORRESPONDENCE: 

  • Email from BT discussed above. 

8. PLANNING: 

  • PL/06313 - Full Planning Permission - Erection of agricultural building for replacement milking parlor and associated facilities and other associated works - Black Oak, Capel Iwan - No Objection
  • PL/06355 - Prior notification - Development by telecoms operators - Lattice Tower - Land near trees East of Capel Iwan Road - Cllr Ken Howell said that the words 'prior notification' meant that this was going to happen. Cllr Philip Gibbons said he was very concerned about this and the intention is to erect a 60ft mast for Vodafone. He said he was opposed as it was irrelevant to the area as the majority of calls come through the mast in Beulah, and also as the mast is for one company so it is not for a business purpose. It was agreed that the Council would object and ask us that the mast could be used by other companies.

10. MATTERS NEEDING DISCUSSION 

  • The Chairman said that the wall past the old Post Office has not been broken and that Keith Leighton usually did it.
  • Cllr William Davies said that Gelynnen road needs to be trashed as no one has been there for years. Cllr Guto Jones said that Gareth Parr had the contract but that A James had already got the contract.

11. COUNCILLORS’ COMMENTS - 

  • Cllr Don Griffiths thanked Mr S Davies, Penrheol Isaf for repairing the 'noticeboard'.
  • Cllr Pat Thomas said that the McMillan Capel Iwan coffee morning at the end of the month and that the Council usually supports the matter. Cllr. Meurig Thomas proposed that £200 should be contributed to the cause, this was seconded by Cllr. Philip Gibbons.
  • Cllr. Don Griffiths said that Capel Iwan hall had received an invoice of £1,300 for electricity and the Chairman proposed that a contribution should be made to this. Cllr. Guto Jones proposed £500 and this was seconded by Cllr. Nigel Williams.
  • Cllr. Nigel Williams said that he saw a Dog in the river at Cenarth and 2 boys about 9/10 years old swimming after him and then the boys got stuck on the island and the fire brigade had to be called. He said he had called NRW (NRW) asking them to consider his 2 recent complaints as he was concerned about liability. He said the tree needed to be cut as it was changing the flow of the river which would lead to flooding. He said he would take the course again if something wasn't done about this.

12. NEXT MEETING - The next meeting will be held on the 5th o October. The Meeting ended at 7:45pm.
