Cofnodion y cyfarfod a gynhaliwyd yn y Ganolfan, Capel Iwan Ddydd Iau, y 7fed o Ebrill 2022 am 7.00 y.h. 

Agorodd y Cadeirydd y cyfarfod gan ddymuno cydymdeimlad i deulu Jeff Kedward PCSO.

  • Gofynnodd y Cyng. Richard James am y nodyn gafodd ei bostio trwy ddrysau trigolion Heol Capel Iwan yn son am            ddigwyddiad yno. Dywedodd Jeff Kedward PCSO bod ‘tools’ wedi cwympo allan o gerbyd gan arwain at ddwyn drwy ddarganfod. Dywedodd y Cyng. Meurig Thomas ei fod wedi gweld pibell coil ar yr heol ger Blaendyffryn. Dywedodd Jeff Kedward PCSO nad oedd y ‘tools’ wedi’u darganfod. 
  • Dywedodd Jeff Kedward PCSO nad oes llawer o geir heddlu wedi’u lleoli yng ngorsaf Aberteifi a bod gorsaf Castellnewydd Emlyn yn cael ei ddefnyddio fel hwb. Dywedodd hefyd bod de Ceredigion yn gweld hi’n anodd ar hyn o bryd gan bod llai o heddweision yn gweithio o Lambed ac Aberteifi.

6.  MATERION YN CODI O’R COFNODION:

  • 6.B-1/JUL - Diffibrylydd - Dywedodd y Clerc ei bod wedi cofrestru 3 o’r Diffbrylwyr gyda’r ‘Circuit’. Diolchodd y Clerc i’r Cynghorwyr am roi arwyddion y Diffibrylwyr i fyny yn yr ardal. Gofynnodd y Clerc os oedd Diffibrylydd Cwm Morgan wedi’i roi i fyny yn awr. Dywedodd y Cyng. Guto Jones ei fod yn aros i glywed yn ôl oddi wrth Danny Napin am leoliadau posib a cynnigwyd Glanafon a Daneinon. Cytunwyd y byddai’r Clerc hefyd yn cyslltu gydag Alan Jones i drefnu sesiwn hyfforddiant.
  • 6.A-3/MAR - CCTV - Dywedodd y Clerc ei bod wedi bod yn siarad gyda Ken Davies am y system CCTV yn y neuadd a’u bod wedi’u lleoli yn yr atig uwchben yr ystafell fach. Mae’r camerâu yn edrych dros blaen a chefn y neuadd. Doedd Ken Davies ddim yn siwr os oeddent yn gweithio. Cytunwyd y byddai’n well cael system CCTV newydd yn hytrach na cheisio ei ddiweddaru. Cytunwyd y byddai’r Clerc yn gwneud ymholiadau prisiau gyda Telemat IT a ComLink. Dywedodd y Cyng. Hazel Evans y byddai modd cael grant o tua £500 gan y Cyngor Sir am hyn. Dywedodd y Cyng. Hazel Evans hefyd y byddai angen trwydded os bydd y CCTV mewn man cyhoeddus. Trafodwyd hefyd system band eang y Neuadd a dywedodd y Cyng. William Davies mai gyda ResQ mae’r cytundeb ar hyn o bryd. Datganodd y Cyng. Hazel Evans bod modd cael band eang gyda chwmni Plusnet am £20.99 y mis a BT am £26.99 y mis. Dywedodd y Cyng. William Davies nad oes cyfarfod gyda Phwyllgor y Neuadd am rhai misoedd. 
  • 11.8-1/JUL - Kiosk Capel Iwan - Dim Diweddariad
  • 11.B-2/DEC - Giât Cefn y Neuadd - Dywedodd y Cyng. Richard James ei fod wedi siarad gyda chwmni ‘galfaneisio’ arall a byddai’n cael pris yfory. Dywedodd y Cyng. Hazel Evans  y byddai modd defnyddio’r £500 wrth y Cyngor Sir ar gyfer y costau hyma hefyd. Dywedodd y Cyng. Hywel Bowen y byddai’r neuadd yn ddiolchgar am unrhyw gyfraniad. 
  • 10.A-3/MAR - Plac o Ddiolch y Winjen - Dywedodd y Cyng. Nigel Williams a’r Cyng. Anthony John y dylai fod mewn man gweladwy y tu allan i’r neuadd yn rhywle. Dywedodd y Cyng. Hywel Bowen y dylwn ni roi gwybod i gwmni’r Winjen am y bwriad o’u hanrhydeddu. 
  • 11.A-3/MAR - Ffens tu ȏl i’r Festri - Dywedodd y Cyng. Don Griffiths mai’r postion sydd angen trwsio. Dywedodd y Cyng. William Davies mai wrth James Davies Sawmills daeth y ffens a’i fod wedi cael nhw am ddim. Cytunwyd y byddai’r Cyng. William Davies yn mynd i fesur y ffens a byddai’r Cyng. Anthony John yn ymholi am bris ffens plastig. Dywedodd y Cyng. Richard James bod rhaid cael ffens newydd er mwyn dangos perchnogaeth a’r ffîn.

  • E-bost wrth Ystadau Cymru (Llywodraeth Cymru) yn gofyn am wybodaeth am adeiladau gwag a thai gallai cael eu defnyddio i gartrefi ‘refugees’ o’r Ŵcrain. Dywedodd y Clerc hefyd ei bod wedi derbyn galwad ffôn wrth unigolyn o CCC yn gofyn am wybodaeth ar beth sy’n cael ei wneud yn yr ardal i helpu ymgyrch Ŵcrain. Dywedodd y Cyng. Hazel Evans bod bore coffi wedi’i gynnal yng Nghastellnewydd Emlyn i godi arian at yr achos a bod 600 ‘refugee’ o’r Wcrain yn mynd i gael eu lleoli yn y sir. Datganodd y Cyng. Meurig Thomas y dylai’r Cyngor wneud cyfraniad. Cytunwyd ar gyfrannu £500 - Cynnigwyd gan y Cyng. Anthony John ac Eilwyd gan y Cyng. Meurig Thomas. 
  • E-bost wrth Deryck Williams, Audit Cymru yn rhoi hysbysiad yr Audit a bod angen i’r wybodaeth fod mewn cyn ddiwedd Mehefin. Dywedodd y Clerc ei bod wedi siarad gyda’r Cyn-Glerc, Ken Davies ac mae Awdit Cymru yn archwilio dogfennau Awdit 2021-2022 o hyd. 
  • Llythyr wrth y ‘Food Hub Project’ yn gofyn os allwn ni arddangos posteri am y banciau bwyd yn yr ardal.
  • Pamffled wrth Glasdon - Focus on Local Councils.
  • Llythyr wrth Rhian Thomas, ysgrifennydd y Neuadd yn diolch am ein cyfraniad. 

8. CYNLLUNIO: 

  • PL/03544 - Householder Planning Permission - Change of Use of barn attached to property to create kitchen area for preperation     of commercial ready meals and a mediation/training room in association with separate holistic therapy business -    Park Villa, Capel Iwan - Under Consultation. Dywedodd y Cyng. Anthony nad oedd hwn yn ymharu ar neb - Dim Gwrthwynebiad.
  • PL/03706 - Full Planning Permission - Application for Retrospective Planning Consent for an all-weather horse exercise/turnout area - Pantrhodyn, Capel Iwan - Under Consultation - Dim Gwrthwynebiad.
  • PL/03580 - Full Planning Permission - Proposed development is for a wooden cabin to be used as a healing respite centre in the grounds. Park Villa and is part of an established health and well-being business known as Angle Quest, currently established in the clock tower in Newcastle Emlyn - Park Villa, Capel Iwan - Under Consultation - Dim Gwrthwynebiad.

Dywedodd y Clerc bod y taliadau canlynol wedi’u gwneud dros y mis diwethaf:

Gofynnodd y Clerc os byddai’r Cyngor yn hapus iddi archebu llyfr ‘Local Council Administration’ gan Arnold Baker er mwyn helpu gyda’r gwaith Clerc. Cytunodd yr aelodau a Chynnigwyd ac Eiliwyd y penderfyniad gan y Cyng. William Davies a’r Cyng. Don Griffiths.

10. MATERION ANGEN TRAFODAETH - 

  • 10.A-7/APR - Etholiad - Diolchodd y Clerc i’r Cyng. Hazel Evans yn fawr iawn am ei chymorth wrth lenwi a mynd â ffurflenni’r etholiad i Gaerfyrddin. Diolchodd y Clerc hefyd i’r Cynghorwyr am eu cydweithrediad a’u parodrwydd i lanw’r ffurflenni. Dywedodd y Clerc hefyd bod un cynghorydd di-Gymraeg wedi’i ethol ac felly bydd angen trefnu cyfieithydd ar y pryd ar gyfer y cyfarfodydd. Dywedodd y Cyng. Hazel Evans y dylai’r Clerc siarad gyda Chlerc Cyngor Llangeler gan fod cyfieithydd ar y pryd yn cael ei ddefnyddio yn eu cyfarfodydd nhw hefyd. Dywedodd y Cyng. Hazel Evans bod y gost tua £80 y cyfarfod.

11. SYLWADAU’R CYNGHORWYR 

  • Dywedodd y Cyng. Hywel Bowen bod dŵr yn casglu ar ochr yr helol rhwng Bwlchydomen a Bwlchcaebrith.
  • Dywedodd y Cyng. William Davies bod twll yn yr heol rhwng Glannant a Chlos Glas.

Cynhelir y cyfarfod nesaf ar y 12fed o Fai am 7yh yn y Ganolfan, Capel Iwan. Daeth y Cyfarfod i ben am 20:40.

 

APRIL 2022 MEETING

Minutes of the meeting held at the Center, Capel Iwan on Thursday, 7th April 2022 at 7.00 pm.

The Chairman opened by sending his condolonces to the family of Jeff Kedward PCSO.

1. PRESENT: In the Chair - Cllr. Meurig Thomas, Councilors: Hazel Evans, William Davies, Don Griffiths, Nigel Williams, Richard James, Hywel Bowen, Guto Jones and Anthony John, Jeff Kedward PCSO. Clerk - Manon Thomas.
2. APOLOGIES: None
3. DECLARATIONS OF INTEREST: None
4. POLICE:

  • Cllr. Richard James asked about the note posted through the doors of Capel Iwan Road residents talking about an incident there. PCSO Jeff Kedward stated that tools had fallen out of a vehicle leading essentially to theft by finding. Cllr. Meurig Thomas said he had seen a coil pipe on the road near Blaendyffryn. PCSO Jeff Kedward said the tools had not been found.
  • Jeff Kedward PCSO stated that there are not many police cars located at Cardigan station and said that Newcastle Emlyn station is used as a hub. Also, south Ceredigion is finding it difficult at the moment with fewer officers working from Lampeter and Cardigan.

5. MINUTES:

To confirm the Minutes of the March 2022 Monthly Meeting.Proposed by Cllr. Richard James Second: Cllr. Don Griffiths

6. MATTERS ARISING FOR MINUTES:

  • 6.B-1 / JUL - Defibrillator - the Clerk advised that she has registered 3 of the Defibrillators with the 'Circuit'. The Clerk thanked the Councilors for putting up the Defibrillator sign in the area. The Clerk asked whether the Cwm Morgan Defibrillator had now been put up. Cllr. Guto Jones stated that he is waiting to hear back from Danny Napin about possible locations at Glanafon and Daneinon. The Clerk will also contact Alan Jones for a training session.
  • 6.A-3 / MAR - CCTV - the Clerk stated that he had spoken to Ken Davies about the CCTV system in the hall and that they were located in the attic above the small room. The table overlooks the front and back of the hall. Ken Davies wasn’t sure whether anything was working. It was decided that it would be better to have a new CCTV system rather than try to upgrade the current ones. The Clerk is to make price inquiries with Telemat IT and ComLink. Cllr. Hazel Evans said that there would be a grant of about £ 500 available from the County Council for this. Cllr. Hazel Evans also stated that a license would be required if the CCTV was in a public place. The Hall's broadband system was also discussed and Cllr. William Davies stated that the current system is with ResQ. Cllr. Hazel Evans stated that it is possible to get broadband with Plusnet for £20.99 a month and BT for £26.99 a month. Cllr. William Davies stated that teh Hall Committee will note meet for some months.
  • 11.8-1 / JUL - Capel Iwan Kiosk - No Update
  • 11.B-2 / DEC -Hall Back Gate - Cllr. Richard James said he had spoken to another galvanizing who would get a price for him tomorrow. Cllr. Hazel Evans stated that the £500 from the County Council could also be used for these costs. Cllr. Hywel Bowen stated that the hall would be grateful for any contributions. 
  • 10.A-3 / MAR - Windmill ‘Thank You’ Plaque - Cllr. Nigel Williams and Cllr. Anthony John stated that the plaque should be placed outside the hall somewhere in an obvious place. Cllr. Hywel Bowen stated that we should inform the Winjen company of our plan to honor them.
  • 11.A-3 / MAR - Fencing Behind the Vestry - Cllr. Don Griffiths that the legs are in need of repair. Cllr. William Davies stated that they originally from James Davies Sawmills in Cenarth and the Council recieved them for free. It was agreed that Cllr. William Davies was to measure the fence and that Cllr. Anthony John would make inquires about the price of a plastic fence. Cllr. Richard James that a fence was definitely needed in order to show the boundary.

7. CORRESPONDENCE:

  • Thank you letter out for the Windmill money.
  • Letter from One Voice Wales calling for this year’s membership payment Proposed by Cllr. William Davies and seconded by Cllr. Anthony John.
  • Letter from One Voice Wales 4/4/22 advising of final salary of Clerks applicable from April 2022.
  • Shelley Williams from CCC Email 22/4/22 requesting help to distribute documents for the 2022 election.
  • E-mail from Welsh Estates (Governor of Wales) requesting information on vacant buildings that could be used for 'refugees' from Ukraine. The Clerk also stated that he accepted that she had recieved a telephone call from the Welsh Government requesting information on what is being done in the area to help Ukraine. Cllr. Hazel Evans reported that a coffee morning had been held in Newcastle Emlyn and that 600 'refugees' were to be deployed in the County. Cllr. Meurig Thomas suggested that the Council should contribute. It was agreed that £500 would be donated- Proposed by Cllr. Anthony John and Seconded by Cllr. Meurig Thomas.
  • Email from Deryck Williams, Audit Wales giving the Audit and the information needs to be in before the end of June. The Clerk stated that she had spoken to the former Clerk, Ken Davies and Audit Wales was still examining Audit documents 2021-2022.
  • A letter from the 'Food Hub Project' asking if we can display posters about the food banks in the area.
  • Pamphlet by Glasdon - Focus on Local Councils.
  • Letter from Rhian Thomas, Hall secretary, thanking us for our contribution.

8. PLANNING:

  • PL / 03544 - Householder Planning Permission - Change of Use to a kitchen area for the preparation of a commercial kitchen - Park Villa, Capel Iwan - Under Consultation. Cllr. Anthony that this was a no-brainer - No Objection.
  • PL / 03706 - Full Planning Permission - Pantrhodyn, Capel Iwan - Under Consultation - No Objection.
  • PL / 03580 - Full Planning Permission - Proposed development Park Villa, Newcastle Emlyn - Park Villa, Capel Iwan - Under Consultation - No Objection.

9. FINANCIAL MATTERS

The Clerk stated that the following payments had been made over the past month:

    A. Clerk’s Salary -

  • March salary

  • Payment to CCC for 'Replacement of Lanterns' 
  • One Voice Wales membership fee 
  • Payment to Cambrian Garage

The Clerk asked if the Council would be happy for her to order a 'Local Council Administration' book by Arnold Baker to assist with the Clerk's work. Members agreed and the decision was proposed and Seconded by Cllr. William Davies and Cllr. Don Griffiths.

10. MATTERS NEEDING DISCUSSION -

  •   A. 10.A-7 / APR - Election - The Clerk thanked Cllr. Hazel Evans very much for her help in completing and taking the election forms to Carmarthen. The Clerk also thanked the Councilors for their co-operation and willingness to complete the forms. The Clerk also stated that one non-Welsh speaking councilor had been elected and therefore a simultaneous translator would need to be arranged for the meetings. Cllr. Hazel Evans that the Clerk should speak to the Clerk of Llangeler Council as a simultaneous translator is also used in their meetings. Cllr. Hazel Evans believed tha tthe cost was approximately £80 per meeting.

11. COUNCILORS’ COMMENTS

  •   Cllr. Hywel Bowen reported that water was gathering on the sides of the road between Bwlchydomen and Bwlchcaebrith.
  • Cllr. William Davies said that there was a hole in the road between Glannant and Clos Glas.

12. NEXT MEETING

The next meeting will be held on the 12th of May at 7pm at the Center, Capel Iwan. The Meeting concluded at 20:40.
