HEDDLU: - Dywedodd y Clerc ei bod wedi derbyn e-bost wrth yr Heddlu yn datgan bod prinder staff i gael ar hyn o bryd sy’n golygu o bosib na fydd staff yr Heddlu yn medru mynychu cyfarfodydd y Cyngor yn y dyfodol gan gynnig cyfarfod ar wahân i holl Glercod yr ardal i drafod pryderon. Dywedodd y Cynghorwyr ei fod yn beth da bod Jeff Kedward PCSO yn brysennol yn ein cyfarfodydd er mwyn trafod pryderon a diweddariadau wyneb yn wyneb a nid oedd hi’n deg bod rhaid i’r Clerc fynychu cyfarfod ychwanegol o ganlyniad i hyn. Richard James os mai dim ond cerrig mân oedd angen rhoi lawr, a byddai dal angen caniatâd cynllunio. Dywedodd y Cyng. Hazel Evans os nad oes tir yn cael ei balu, yna byddai hynny’n iawn. Er mwyn cyflwyno cais cynllunio, dywedodd y Clerc byddai angen cynllun gyda’r mesuriadau arni. Dywedodd y Cyng. Richard James bod digwyddiad Tynnu’r Gelyn wedi bod ar y cael yn ddiweddar a bod pobl wedi parcio ar y glaswellt gan ei fod yn ddigon sych a bod ddim problem wedi bod. Cynnigodd a fyddai’n well aros am nawr heb wneud unrhywbeth i weld os bydd problem dros y Gaeaf. Cytunodd y Cynghorwyr.

10.C-3/OCT - Llwybr heibio’r neuadd - Dywedodd y Cynghorwyr bod rhaid gwneud hyn nawr gan fod llawer yn teithio drosto yn enwedig gan mai llwybr cerdded oedd y bwriad gwreiddiol felly mae angen rhywbeth cryfach yno. Awgrymwyd dylid gofyn i Geraint Davies i ymweld â’r safle i drafod cynllun.

- Llythyr wrth Mark Fenn yn Capel Iwan Events ynghylch gosod safle Petanque ar y cae chwarae. Gofynnodd y Cyng. Philip Gibbons os yw hyn yn ymarferol gan nad yw’r cae chwarae yn hollol wastad yn ogystal gofynnodd os byddai angen palu’r tir. Dywedodd y Cyng. Hazel Evans byddai angen caniatâd cynllunio os felly. Cynnigwyd cyfarfod gyda’r aelodau am 6.30yh cyn y cyfarfod nesaf i drafod.

10. MATERION ANGEN TRAFODAETH -
- Dywedodd y Cyng. Hywel Bowen bod sbwriel yn cael ei daflu ym mhobman ar hyn o bryd oherwydd y prinder biniau. Dywedodd y Cyng. Hazel Evans nad oes llawer gellid gwneud am hyn gan fod y Cyngor Sir wedi cwtogi faint o finiau sydd i gael bellach. Dywedodd y Cyng. Hazel Evans ei bod hefyd wedi derbyn ebost wrth Olly Aldridge ynghylch cael bin newydd ar y sgwâr.
- Trafododd y Cadeirydd arwyddion Cwm Morgan ac yn benodol yr arwydd sy’n dwued ‘anaddas ar gyfer cerbydau trwm’. Gofynnodd y Cyng. Philip Gibbons beth oedd pwrpas cael arwydd gan nad oes modd i lorïau trwm fynd lawr yno beth bynnag. what’s the point of this sign achos lori’s mawr methu mynd beth bynnag. Dywedwyd bod arwydd i gael ger Morlogws ond dim ar yr ochr arall. Dywedodd y Cyng. Philip Gibbons bod gan 3 cartref yng Nghwm Morgan wres canolog sy’n rhedeg ar belenni pren sy’n cael eu dosbarthu ar gefn lori. Dywedodd ei fod yn bosib gyrru lori 7.5tunnell yno. Dywedodd ei fod hi’n gwneud pethau’n anodd i bobl gael mynediad i bethau. Dywedodd y Cadeirydd bod cyfrifoldeb ar y ffermwyr i dorri coed a gellid ysgrifennu atynt ond does dim modd eu gorfodi i wneud unrhywbeth.
- Dywedodd y Cyng. Don Griffiths bod gwter Ardwyn dal wedi’i flocio.
- Cyfraniad Eisteddfod Genedlaethol y Garreg Las 2026 - targed o £20,000 i’w godi gan bwyllgor ardal CNE a’r cylch.

- Diolchodd y Cadeirydd i Hywel Bowen am fod yn Gadeirydd dros y flwyddyn diwethaf.
- Dywedodd y Cadeirydd bod y Cyngor Sir wedi bod allan yn tarmacio heibio Cefngwndwn.

Cenarth Community Council Meeting
Minutes of the meeting held at the Hall, Capel Iwan on ddydd Iau, 1af of May 2025 at 7pm.
1. PRESENT: In the Chair -Cllr. Pat Thomas Councillors: Hywel Bowen, Meurig Thomas, Don Griffiths, Nigel Williams, William Davies, Richard James, Cyng. Hazel Evans, Philip Gibbons. Clerc - Manon Thomas Cooper.
2. APOLOGIES: Cllr. Ken Howell, Jeff Kedward PCSO, Helen Williams and Anthony John.
3. DECLARATIONS OF INTEREST: None
4. POLICE: The Clerk said that she had received an email from the Police stating that there is a shortage of staff available at the moment which means that Police staff may not be able to attend Council meetings in the future offering a separate meeting to all Clerks in the area to discuss concerns. The Councilors said that it was a good thing that Jeff Kedward PCSO was present at our meetings in order to discuss concerns and updates face to face and it was not fair that the Clerk had to attend an additional meeting as a result of this. The Clerk to send an email back to express the concerns.
5. MINUTES: Minutes for the April 2025 meeting were proposed by Cllr. Meurig Thomas and Seconded by Cllr. Hywel Bowen.
6. MATTERS ARISING FOR MINUTES:
6.B-1 / JUL - Defibrillator - No update.
10.A-4/NOV - Penrheol Isaf Road to Derlwyn - No update
10.A-1/JUN - Pothole on Hendy turning - No update.
10.A-1/FEB - Water on Bryngolau turn - No update.
10.B-9/MAY - Tarmac at back of the Hall - it was suggested that it would be better to do this piece now as events are often held in the hall. Cllr Richard James asked if it was only chippings needed, would planning permission still be required. Cllr Hazel Evans said if there is no land being dug up, then that would be fine. In order to submit a planning application, the Clerk said she would need a plan with the measurements. Cllr Richard James said that a Tug of War event was held recently and people parked on the grass as it was dry enough and there was no problems. He proposed whether it would be better to wait for now without doing anything to see if there is a problem over the Winter. The Councilors agreed.
10.E-9/MAY - Road from Cwm Morgan to Glyncoch - No update.
10.A-3/OCT - Water from Bwlchcaebrith to Blaendyffryn - No update.
10.C-3/OCT - Path by the Hall - The Councilors said that this must be done now as many travel over it especially as the original intention was a walking path so something stronger is needed there. It was suggested that Geraint Davies should be asked to visit the site to discuss a plan.
10.A-7/NOV - Coed Llwybr Godremamog - No update.
10.A-7/JAN - Cenarth Sign - No update - Cllr. Nigel Williams said that he is concerned about the safety of visitors as the liability could fall on us. Cllr Hazel Evans said that she would send an email to the County Council again.
10.E-7/JAN - Capel Iwan Square Sign - Done - the Chairman said that the sign on the gate was tidy and thanked Cllr. Hywel Bowen for organizing.
7. CORRESPONDENCE:
- Email to the Police - see comments above under 4.Police.
- Letter from Carmarthenshire YFC offering 2 tickets for the Rally day.
- Email from Zurich Insurance about the annual insurance.
- Letter from Mark Fenn at Capel Iwan Events regarding placing a Petanque position on the playing field. Cllr. Philip Gibbons asked if this is practical as the playing field is not completely flat and he also asked if it would be necessary to dig up the land. Cllr. Hazel Evans said planning permission would be required if so. A meeting with the members was proposed at 6.30pm before the next meeting to discuss.
8. PLANNING: None
- Flat Wood - the matter was discussed again and it was agreed that the use of the are was totally unacceptable. Cllr. Ken Howell stated that we should ask for a copy of the report for the first two years.
9. FINANCIAL MATTERS
The Clerk stated that the following payments were made over the past month:

10. MATTERS NEEDING DISCUSSION -
- Cllr Hywel Bowen said that rubbish is being thrown everywhere at the moment due to the lack of bins. Cllr. Hazel Evans said that there is not much that can be done about this as the County Council has reduced the amount of bins that are now available. Cllr. Hazel Evans said that she also received an email from Olly Aldridge about getting a new bin on the square.
- The Chairman discussed Cwm Morgan signs and specifically the sign that says 'not suitable for heavy vehicles'. Cllr. Philip Gibbons asked what was the purpose of having a sign as heavy lorries cannot go down there anyway. What's the point of this sign because big trucks can't go down anyway. It was said that there was a sign near Morlogws but none on the other side. Cllr Philip Gibbons said that 3 homes in Cwm Morgan have central heating which runs on wood pellets which are delivered on the back of a lorry. He said it was possible to drive a 7.5t lorry there. He said it makes it difficult for people to access things. The Chairman said that the farmers have a responsibility to cut trees and they could be written to but they cannot be forced to do anything.
- Cllr. Don Griffiths said that the Ardwyn gutter is still blocked.
- Contribution of the National Eisteddfod of the Bluestone 2026 - a target of £20,000 to be raised by the NCE area committee and the area.
11. COUNCILLORS’ COMMENTS -
- The Chairman thanked Hywel Bowen for being Chairman over the past year.
- The Chairman said that the County Council had been out tarmacing past Cefngwndwn.
12. NEXT MEETING - The next meeting will be held on Thursday, 5th of June The meeting was closed at 8pm.
