Cenarth Community Council
The monthly meeting of the Council was held on the Thursday 7th of June 2018 at 7:00 p.m. at Y Ganolfan, Capel Iwan.
Members present:- William Davies, Don Griffiths, Samuel Jones, Nigel Williams, Hywel Bowen, Meurig Thomas, Anthony John and County Councillor Hazel Evans.Also present was PCSO Jeff Kedward from Newcastle Emlyn Police Station. Apologies received from Jeff Lewis, Richard James and Guto Jones.
Anthony John the chairman welcomed everyone to the meeting and thanked PCSO Jeff Kedward for his presence and asked him whether he had anything to report in the district. Jeff stated that it had been a quiet month and the staff at Newcastle Emlyn Police Station were hoping to move back from Crymych Station as the maintenance work at Newcastle Emlyn was due to be completed next week. Members reported that the speeding and noisy cars through Capel Iwan appeared to have listened to Jeff's final warning. Members did not want any further complaints and the chairman thanked Jeff for his visit.
The clerk Ken Davies was asked to read the minutes of the Annual meeting held in May. They were proposed as being correct by Don Griffiths and William Davies.
Matters
1. Councillor Hazel Evans stated that she had not arranged a meeting with the local Highways Supervisor Mr Tony Williams as she was awaiting some wet weather as to highlight the highway problems at their worst. Hazel had not heard any further from the Enforcement Officer regarding the problems at the old Paintball Site in Cenarth and the Gellidywyll development site. Also no news about the building work at Gwalia, Capel Iwan. Hazel would make a further attempt this week to contact him for details.
2. Anthony John stated that small deposits of tarmac had been placed near Bryngolau bend but the stretch of road towards Bodlondeb and Maesyrawel had not been touched and was full of holes. The surface down below Cruglwyd was also in a poor condition.
3. The clerk stated that the road from Penrheol Uchaf through to Derlwyn Square was in a shocking state and needed re-surfacing which had been promised about 18 months ago. Also nothing had been done to the pot holes on Blaenpant to Bryngolau bend. Also a note was made of the poor surfaces of the lay-bys from Bryngolau down to Pantygarn bend - deep trenches had developed and cars were unable to use them. The grating for surface water on the bend below Gorwel - Bwlchcaebrith Square had sunk and cars were having to keep out in the centre of the road. Hywel stated that he had a narrow shave there last week when he met a car coming up from Llain Road.
4. Councillor Hazel Evans made a note of all the complaints and would be taking up matters with the Highways Dept.
5. The clerk stated that he had received five copies of the questionnaire regarding the proposed changes to the Hywel Dda University Health Board local NHS and the way health services are organised. Five members agreed to complete the questionnaire. Members of the public are also asked to express their thoughts. Forms may be received by ringing 01554 899056. Answers to be received by 12th July 2018.
Correspondence:
1. The clerk stated that he had received the repayment for VAT from the HM Customs and Excise using the new format to the end of March 2018.
2. A letter of thanks had been received from Bobath Children's Therapy Centre Wales, Cardiff who treat children from all over Wales who have Cerebral Palsy. The Community Council had sent a donation of £100.
3. Councillor Hazel Evans stated that she had been in contact with the Highways Dept. regarding the surface water that was entering property Glancorwg cottage at Cenarth and they had promised to look at the problem.
4. The clerk stated that he had received the Mandate Change from Barclays Bank. The three members signed the forms and Hywel Bowen was asked to call at the local branch in Newcastle Emlyn to present his identification documents.
5. A letter received from Carmarthenshire County Council Head of Environment Services re: Memorandum of Understanding Child Burial Fees - it stated that the Welsh Government agreed by virtue to adopt a fair and consistent approach across Wales to the fees charged by local governments for the burial and cremation of children. The Burial Authorities in wales will not charge any fees for persons under the age of 18.
6. A letter was received from Carmarthenshire County Council Admin and Law Division stating that the Carmarthenshire Scrutiny Forum Chairman would like to invite greater participation from Town and Community Councils with members coming along as observers. Town and Community Councils can also suggest items for discussion at further scrutiny meetings. Carmarthenshire has 5 Scrutiny Committees - Policy and Resources, Communities and Education and Children, Environmental, Public Protection and Social Care and Health. The next meeting will be on 29th June - Environmental.
7. A letter was received from Carmarthenshire County Council Forward Planning Section re- revised Carmarthenshire Local Development Plan (LDP 2018-33). The call for candidate sites represents one of the first stages of the revised LDP and allows landowners and stakeholders to submit sites for inclusion in the LDP. The Candidate Sites are invited for specific uses including housing, employment, tourism, retail, leisure, waste, amenity, community activities. Originally scheduled to close on the 29th May 2018 the Candidate Sites closing date is now 2:00p.m. 29th August 2018. Forms are available from the Councils Customer Services Centres or Public Libraries or Forward Planning Section , 7-8 Spilman Street, Carmarthen.
8. A letter was received from Carmarthenshire County Council Head of Leisure Services, 3 Spilman Street, Carmarthen stating that under the Highways Act 1980 Carmarthenshire County Council has a legal responsibility to ensure that the Public Rights of Way network is kept open and accessible to the public. It confers power to Community and Town Councils to undertake maintenance works on the footpaths and bridleways within their area. At the moment only about 50% of the network is open. At the moment due to economic climate the Outdoor Recreation Unit is unable to attend to all the paths. They are asking whether Local Councils could assist in carrying out maintenance work on the most important paths by cutting back vegetation etc. The County Council would supply the materials if repairs were needed to gates and styles, Councils are asked to contact the Dept. and name if possible five paths they would be willing to look after. The Units Public Rights of Way Development Officer Martin Murray could supply maps of our area with paths and bridleways shown and numbered. Members asked the clerk to send a letter requesting maps for the Cenarth Community Council area,
Planning Applications
1. Application no W/37269 - full Planning for the construction of a detached three bay garage at Yr Hen Weithdy, Capel Iwan for Mr and Mrs T Gunn. Members had no objections to the development.
Any Other Business:
1. Hywel Bowen drew attention to an agricultural accident that happened near the junction of the road that comes down from Banc Penbuarth towards Moelfre Caravan Park. Apparently a tractor and a trailer load of silage overturned into a deep ditch on the road side with severe damage to the equipment. Hywel stated that there should be black and white warning posts on the verges here to highlight the danger. Councillor Hazel Evans made a note of the accident and would contact the Highways Dept and ask them to assess the situation and provide necessary warnings.
2. Samuel Jones also noted that warning posts had been removed from the deep gutter at the bend on Bwlchcaebrith Hill above Blaengwyddon Fach. Also Don Griffiths stated that warning posts had been removed on the bend in front of Afallon, Capel Iwan on the road towards Pente Isaf . Don also asked Hazel whether the County Council had measures to remove Japanese Knotweed. There was a large growth near the old garage at the entrance to Capel Farm, Pentre Isaf. Councillor Hazel Evans stated she would look into both these problems.
3. Williams Davies stated that all rubbish bins at Blaenesgair Picnic Site were full and had not been emptied for a while. The contents were being blown onto the main road and seating area. Hazel investigating again.
4. The clerk stated that the visibility at road junctions in the area was being limited by the overgrowth especially at Llain Junction and Bwlchcaebrith Square. Hazel would contact the Highways Dept. to have them cleared.
5. Nigel williams noted that a deep trench had formed in the road junction near Penbontpren and woodlands near the Mormon Church. Contact Highways again.
