Cenarth Community Council
The Annual meeting of the Council was held on Tuesday the 5th of May 2015 at 7.00 p.m. at Y Ganolfan Capel Iwan.
Members Present:- Guto Jones (Chairman), William Davies, Don Griffiths, Samuel Jones, Richard James, Hywel Bowen, Anthony John, Meurig Thomas, and County Counc. Hazel Evans. Apologies received from Nigel Williams, Jeff Lewis and PCSO Jeff Kedward.
The chairman Guto Jones welcomed everyone to the meeting and asked the clerk to read the minutes of the April meeting. They were proposed as being correct by Samuel Jones and Hywel Bowen.
Matters Arising

Counc. Hazel Evans gave a report of the meeting she had with Mr Tony Williams – Area Highways Supervisor. They had driven around the community area and Hazel had pointed out the problem areas.
The following roads were going to be re-surfaced – Tanglwst village down to Gilfachmerson and forward towards Plas yr Hafod, also the road down from Tower Hill, Penrherber to Abercych. They also noted the following problems which were listed for remedial works.
The lay-by below Ty Cerrig towards Pant y Garn bend,
The water collecting in front of Ty Cerrig and the bend by Bryngolau Farm,
The collapsed drain at Llain, Capel Iwan Road junction would be looked at again and the potholes by the drain covers on the way up towards Blaengwyddon Fawr
The lay-bys and road surface from Bwlchcaebrith Square towards Penbuarth lay-by and Pant y Bwlch.
Surface water running down the road from Bwlchcaebrith towards Rhyd bridge and also water erosion in front of Gorwel
Collapsed drain by Blaenbowi Wind Farm
White lines needed at bottom of Plyg y Rhiw hill, Cwm Cych and replacement of damaged road signs
Re-check the water drains down from Capel Iwan Square down to the school.
The lay-bys on the hill from Bryn Square, Penrherber down to Gellidwyll Farm entrance would be cleared out and filling placed for a hard surface.

Hazel also stated that she had been in contact with Mr John McEvoy – transport department who stated that a special machine was going to be used to look at the road from Gelligatti Farm entrance to Bribwll and Cenarth – the road surface would be checked and also the safety factor on the new road improvement especially near the River Teifi banks. The County would also be assessing the road through to Carmarthen.

Hazel also noted that she was still in contact with the Post Office in Swansea in an attempt to have the letter box moved to the opposite side of the road – opposite to the old Post Office at Cenarth.

Jeff Lewis had reported that no work had been done on the disabled fishing platform at St Llawddogs Well, Cenarth. He would be following up the matter.
The next item on the agenda was choosing the chairman and Vice for the year 2015-16. It was proposed by Guto Jones and seconded by William Davies that Samuel Jones be made chairman for the coming year. It was also proposed by William Davies and seconded by Hywel Bowen that Don Griffiths be made Vice-Chairman for the year. Before vacating the chair Guto thanked his fellow members for the excellent support they had given him in the past year. He also thanked Counc. Hazel Evans for all the hard work she had done in the last year in looking after the Community of Cenarth. He also thanked the clerk – Ken Davies for his support and help in carrying out the duties of chairman. He also thanked ken for all the letters and correspondence dealt with and also looking after the financial side of the council.
The Chair was then taken over by Samuel Jones and he thanked Guto for the smooth way in which he had run the Council business in the last year. Samuel also thanked the members for the honour of being the chairman of the Council and he hoped that he would do as well as Guto had. We then went ahead to deal with the rest of the correspondence and council matters.
Correspondence-

A letter received from AON Insurance UK stating that the Councils Premiums for year June 2015-16 was now due. Members agreed to renew the policy.

The clerk stated that payments had been received from Western Power - Wayleaves for Capel Iwan Square and Village Greens- also part payment of the annual precept.

Letter from Carms County Council – Law Division stating Code of Conduct training sessions would be held at the County Hall, Carmarthen on Tuesday 9th June. It was agreed that Samuel Jones and Don Griffiths, Richard James and Ken Davies would attend.

Copies of public consultation information regarding the Solar Farm at Blaenbowi, Capel Iwan. Details were discussed by members and the clerk was asked to contact Corylus Planning and Environment Ltd who were the agents for the project what the conditions were and the continuity of the Community grant that would be paid to the locality when the farm started producing energy.

The clerk read a letter from BDO LLP, Southampton, auditors for the Community Council stating that the audit date had been set for the 9th June 2015. The clerk had prepared the Annual Return and Financial Statement for year ending 31st March 2015. The members examined the documents and agreed that all was in order. It was proposed by Don Griffiths and William Davies that the accounts be accepted as correct. The chairman Samuel Jones and previous chairman Guto Jones and the clerk Ken Davies then signed the returns. It was also proposed that Mrs Ann James, Bryngolau Farm, Capel Iwan should do the internal audit check for the year.

The clerk asked that the new officials should sign and fill the change of Bank Mandate forms. It was agreed that the chairman Samuel Jones, Vice-chairman Don Griffiths and previous chairman Guto Jones sign the mandate for the coming year.
