Cenarth Community Council
The monthly meeting of the Council was held on the 1st March 2018 at 7:00 p.m. at Y Ganolfan, Capel Iwan.
Members present:- William Davies, Don Griffiths, Samuel Jones, Jeff Lewis, Guto Jones, Anthony John and County Councillor Hazel Evans. Apologies received from Nigel Williams, Meurig Thomas and Richard James (lambing), Hywel Bowen (ill) and PCSO Jeff Kedward (called out).
As the chairman Nigel Williams was not present members asked AnthonyJohn to take the chair. Anthony welcomed everyone to the meeting and asked the clerk to read the minutes of the February meeting. They were proposed as being correct by Don Griffiths and Williams Davies.
Matters Arising:
1. The clerk stated that PCSO Jeff Kedward had informed him that he had spoken to the people who had been racing around the village square at Capel Iwan in cars with noisy exhaust systems. He had given them a final warning. He also asked members to spread the word regarding the safe storage of quad bikes on local farms as a bike had been an attempted theft case on a farm in the Capel Iwan area - no details had been released so far.
2. Samuel Jones stated that the salt and grit yellow bin located at Llain junction, Capel Iwan Road had still not been moved to its original position. It also needed refilling. Councillor Hazel Evans stated that she would contact the Highways Dept.
3. The clerk stated that the road from Yet Farm Cenarth to Bryan Square, Penrherber appeared that it had been swept by the road sweeper.
4. Councillor Hazel Evans stated that the Area Supervisor for local highways - Mr Tony Williams had been unable to carry out his inspection of the local roads around Cenarth and Capel Iwan on Friday 2nd Feb due to an emergency meeting at Carmarthen. Hazel was arranging another date and visit. Hazel also stated that she had no feedback from the Enforcement Officer regarding the Paintball site and the Gellidywyll Hill forest site. It also appears that the contractors who were working out from Penlan Holiday Park Hot Tar company had left the site. There was no further news about building development at Gwalia, Capel Iwan. Most probably it would be referred to the Building Inspectors and Building Regulations Dept.
5. Samuel Jones stated that the Highways Dept. had been out clearing the surface water drains and gutters from Llain junction up to Blaengwyddon.
6. The clerk read an email he had received from Mr Tony Jackson regarding the Cenarth Riverside Path update. He had written to both landowners and had a reply from the former owner of the 3 Horsehaoes Inn, but not the riverside section. The inn has changed hands recently and possibly the new owner is going to re-open the path. The previous owner had stated that the correct path was below the coracle centre and that the previous owner Mr Seel had put the present path in as a permissive one. Jason Lawday believes that Mr Seel still lives somewhere in the Cenarth area and was asking for his address. Jason would be arranging a site meeting when he received a reply from the other landowners to inspect the path. The clerk stated that he had sent a letter to Jason giving him the address of the former owner - Mr Russell Tustin who lives in Cwmcou as he might know Mr Seels address. Jeff Lewis stated that we were not making much headway at present as he had collected a number of statements from fishermen who had used the paths for years. Also handrails and wire fencing indicated where the proper path used to be. County CouncillorHazel Evans stated that she would attempt to arrange a meeting with Mr Jason Lawday to clarify the local knowledge. Hazel sent an email to his office but received an answer the Jason was on leave for a fortnight. She would keep up the pressure.
7. William Davies stated that the fly tipping incident- an old bed mattress had been removed by the County Council Refuse Dept. William thanked Hazel for her efforts.
Correspondences
1. Letter received from One Voice Wales - Un Llais Cymru inviting the Council to re-new its membership for the year 2018-2019. Membership fees were based on the number of chargeable dwellings in the Cenarth Community (valuation list). Members agreed to re-new its membership.
2. An invoice was received from Wales Audit Office, Cardiff for completing the Councils Audit of Accounts for 2016-2017. Members proposed that the account be paid.
3. A letter was received from the Treasurer of Newcastle Emlyn and District Chaired Eisteddfod 2018 which was to be held at Ysgol Gyfun Emlyn on the 21st July 2018. They were asking for the Councils financial support towards the running costs of the musical festival. Members agreed to send a donation.
4. A letter was received from the One Voice Wales stating the the Independent Renumeration Panel for Wales had set out the determination for members renumeration and allowances for the next civic year. These contained a number of radical proposals including a change to compulsory allowances in some categories. Town and Community Councils would have the option of adopting a scheme to pay Councillors an annual allowance. Members would have the choice to claim or be unpaid for their services. Members agreed to discuss the proposals at the next meeting and then sign their declaration forms.
5. A public notice form was received from the Carmarthenshire County Council - Head of Administration and Law stating that they were to introduce the Order to Propose imposition of Road Humps at Aberarad, Newcastle Emlyn. (B4333 road from Cynwyl Elfed).
6. The Carmarthenshire County Council intend to carry out a review of the Local Development Plan 2006-2021 for the Area. Targets achieved and those not may have recommendations made or further revision or changes that are required. These may be viewed on the Councils website gov.wales/planning or Councils Services Centres or Public Libraries in the area.
The meeting came to an end at 9.00. The next meeting will be held on Thursday the 5th April 2018 at 7:00 p. at Y Ganolfan, Capel Iwan.
