February 2015 Meeting

The Council meeting was held on Thursday the 5th of February 2015 at 7.00 p.m. at Y Ganolfan Capel Iwan.

 

Members Present:-

Guto Jones (Chairman), William Davies, Don Griffiths, Samuel Jones, Nigel Williams, Jeff Lewis, Hywel Bowen, Meurig Thomas, Anthony John and County Counc. Hazel Evans. Apologies received from Richard James and PCSO Jeff Kedward.

The Chairman Guto Jones welcomed everyone to the meeting and was glad to see Samuel Jones back with us after his knee operation. As the police were not present due to extra duties the clerk read a statement he had received from PCSO Jeff Kedward regarding the broken window at Tanglwst Bus Shelter. Jeff had contacted C.C. Hazel Evans regarding the incident and Hazel had contacted the County Council who came out to make the window safe. However as the shelter belonged to the Community Council it was their responsibility to carry out the repairs. The Police knew who was responsible for the breakage and were following up the case and hoping maybe they would be able to re-claim some of the costs. Members discussed the matter and asked Anthony John to look at what was needed to carry out the repairs. Anthony suggested a Poly-Carbonate pane which was stronger and safer. He was asked to carry out the repairs.

The clerk was then asked to read the minutes of the January meeting. They were proposed as being correct by Hywel Bowen and Don Griffiths.

 

Matters Arising

  1. The clerk read a copy of the letter that he had sent to the Highways Area Surveyor. As yet no action had been taken to remedy the problems. No answers had been received by the clerk and C.C. Hazel Evans. Hazel was again sending a further e-mail to the new Director of Highways.

  2. Don Griffiths stated that the Highways workers had completed the drainage work in Penref Isaf, Capel Iwan.

  3. Meurig Thomas stated that there was a deep pot-hole on the bend opposite Hendy Farm, Cenarth and also below Ty Cerrig, the surface of the lay-by near Pantygarn bend had also been washed away with a deep trench being developed. Also several pot-holes on the bend between Blaenpant and Bryngolau. The clerk and Hazel to contact Highways again.

  4. Jeff Lewis and Hazel Evans were both trying to establish who had erected the disabled fishing platform near St. Llawddog’s Well, Cenarth as it was in need of repair.

  5. The Clerk stated that G.S. News, Newcastle Emlyn were hoping to open the new Post Office on the 1st April 2015. Hazel thought there might be a delay before the equipment was installed.

  6. The clerk stated that he had received an e-mail from Rhian Davies stating that the Planning Seminar would be held on Friday the 13th of February 2015 at Carmarthen starting at 9.45 a.m. Guto and Don would be attending.

  7. Don Griffiths stated that he had been in contact with Richard James regarding the fallen tree across the footpath from Pentref Isaf to Pleasant View. Richard had taken the matter in hand and removed the tree and would repair the fence- will thank Richard for work completed.

  8. The clerk stated that warning signs had been placed on Plyg-y-Rhiw Hill and the junction with Cwm Cych road -“No Road Markings”.

  9. The clerk read a letter of thanks from the secretary of Cenarth Eisteddfod – Mrs Julia James for the donation of £150 sent by the Cenarth Community Council towards the costs.

  10. The clerk stated that no direction signs had been replaced near Sycamore House junction, Penrherber. William stated that the Clos-Glas junction signs had been replaced. Hywel Bowen also stated that the road warning signs near Gorwel, BwlchcaeBrith and the crossroads at Penrherber had rusted away and were in need of repair.

     

Correspondence

  1. A letter of thanks was received from Alice Barratt (secretary) of the Carmarthenshire branch of McMillian Cancer Support thanking Cenarth Community Council for their kind donation of £150 this year again to help them support Cancer care in the community.

  2. A letter of invitation to join the One Voice Wales movement for 2015-16 was received. Cenarth have been members in the past and we have received free legal advice and support services during the past years. They also represent us on the Local Gov. Partnership Council. Members agreed to renew its membership.

  3. The County Admin and Law Division sent a circular reminding members of the compliance with the Members Code of Conduct during monthly meetings e.g. declaration of interest in matters being discussed and entries made in the minutes(section 55-57 Local Gov. Democracy Act 2013). Further code of conduct training will be held in May this year.

  4. Head of Street Scenes – Tech Services forwarded a Council’s Footway Lighting estimates for the year 2015-16. True figures will not be known until April 2015 when adjustments will be made.

  5. A circular was received from Mid and West Wales Fire and Rescue Service warning people of Carbon Monoxide poisoning (CO) and alarms should be fitted in every room where wood, coal, oil and gas is burnt. Also they provide Home Fire safety checks and advice and fit small alarms where needed. This is a free service – dial 0800 169 1234. Fire fighters are also needed locally, Newcastle Emlyn and Llandysul.

 

Planning Matters

  1. W/30997 – Removal of Garden shed and construction of double residential garage at Chatterbox Cottage, Cenarth for Mr and Mrs Poole. Application granted on 06.01.15

 

Any Other Matters

  1. Don Griffiths noted that a deep pot-hole had appeared in front of Bungalow “Am Nawr”- Mr Geraint Jones and needed attention.

  2. Nigel Williams and Anthony John expressed deep concern at the lack of road salting on rural roads in the area. Nigel stated that the hill down passed Gelli-dywyll Paintball site was dangerous last week and the only safe way down was one wheel in the ditch for grip. Anthony stated that it was not right that school buses full of children was expected to travel from Newcastle Emlyn to Capel Iwan down to Cwm Morgan and back up to Glos-Glas junction and then passed the windfarm at Blaenbowi to meet the junction near the Picnic Site. The gritting lorry had come up once to Capel Iwan last week after a car accident on ice below Ty Cerrig, Capel Iwan. Members felt that the matter should be brought to the notice of the Highways Dept. and also send letters to the local bus operators a) Cenarth Coaches and b) Lewis Rhydlewis asking them to send letters of complaints to Carms CC.

  3. The Chairman Guto Jones asked whether something could be done about the road from Black Oak square to Tanglwst especially the entrance near Pen Ffynnon and below. Water was flowing down the road and freezing and all because gutters were blocked. Clerk and Hazel to contact the Highways dept. again.
