March 2012 meetingThe March meeting was held on the 1st March at the Ganolfan at 7pm Members present Coun Jeff Lewis in the chair,Melfydd Jones, William Davies,David Phillips,Hugh Thomas,Don Griffiths, Samuel Jones, Nigel Williams, Chris Thomas and CC Hazel Evans. Apology received from Richard James Also present was PCSO Jeff Kedward and Mrs Tracy Maczka, Derlwyn Penrherber (Chair of the Cenarth Primary School-Parents association) The Chair welcomed everyone to the meeting and Jeff Kedward gave a report on Police Activities during the past month in the area. They were still monitoring the parking outside the Emlyn school..He asked whether there were any problems in the area. Tracy Macza stated they were worried lately about two minis ( a green and red one) which appeared to be racing back and for from Plyg y Rhiw up to Beacon Stoves and throegh the village. Jeff K made a note of the complaint and stated that he would pay the owners a visit and give a warning. The Chair then thanked Jeff K for his visit abd hoped to see him next month. Tracy then gave the meeting a report of what the Parents had in mind regarding Cenarth school. They hoped to build a community room on the school grounds so as to accommodate various functions and activities being held in the village during the day and eveningsThey also wanted to hold IT studies there and extend the accomodation for the pupils. There was a larger parking area needed inside the school grounds and in front by thhe roadside. Tracy had spoken to Beulah Comm Council and they had supported the project and told her to give the same information to Cenarth Comm Council.. Members were sympathetic to her ideas. The Ceredigion Education Committee had no monies to support the idea and parents would have to find funding grants themselves. The chair thanked Tracy for her visit and information The Clerk then read the minutes of the previous meeting and they were proposed as being correct by Samuel Jones and Don Griffiths Matters arising 1. Members and the Clerk stated they had contacted the Horeb Postoffice sorting centre about the mail distribution and mistakes being made with wrong addresses. They had promised to tighten up the system 2. members reported that the gutter below Blackoak C Iwan had been opened at last but still waiting for Gwynfa to be done 3 The Broadband connections were just about complete and it was proving to be a good fast service thanks to Brian Lloyd and ResQ IT and telecoms Highway matters 1. CC Hazel Evans stated that the Highways Dept,s Mr John McCavoy and Mr tony Williams had been out to check the location for the 30MPH sign near Hillview C Iwan. The owners were proving to be awkward about the siting and so new checks would have to be done for water pipes and electric cables before digging took place 2. Work had still not been done in front of the Paintball site in Cenarth. Nigel also stated that empty tins and bottles were being left on the roadside beside the entrance. Nigel had collected a large no himself and was going to approach the owner about the problem 3. Hazel stated that the fly-tipping collection lorry had failed to locate the rubbish on Gellidywyll hill and Bwl Y Foel. She had again given them the location. Samuel Jones stated that more rubbish had been left at Bwl Y Foel 4.Hazel had spoken to the Officers regarding the illegal parking at Heol Gelli car park in Cenarth and they advized the placing of a warning sign regarding parking rules.She had also been given a copy of the Council,swording.Members agreed that Jeff Lewis should check the wording and produce a warning notice.hazel would take it to the Highways dept for costing OTHER MATTERS 1 David Phillips read a letter from Mr Ronnie Pigram of the Benfleet History group regarding the plane crash at Gors Farm.He had forwarded the photograph and information he had about the pilot but was still searching about details of the fitter mechanic LAC Ronald Mc Allen. Melfydd Jones stated that he had received a letter from Mr Steven Jones, 4 Taicanol, Cwmafan, Port Talbot with a photograph of LAC Mc Allen. It originated from his sister in law Barbara Mc Allen, 31 Lower Lane, Leicester LE5 1FZ and also enclosed a photo of his gravestone. It was agreed that Melfydd and David get together to collate their information 2 A certificate was received from the Wales Air Ambulance thanking The Comm Council for their donation of 250. PLANNING MATTERS 1 W/26003... construction of solar voltaic (pv) scheme at Blaenbowi had been granted by Carms C Council 2. W/18983. Improvement works at Teifi View in Cenarth had been rejected by the Welsh Government Planning inspector and restoration work would have to be done. However cond2 has been given a variation under application no W/26079. Council had no objection 3.W/26139...Listed building app. for alterations and extensions at Dan Plain, Cenarth. Not enough info0rmation given for a proper comment. 4. W/26190...proposed extension with disabled facilites at Malindi Lodge Cynwil Elvet- No objections AOB 1.The Clerk stated that BDO LLP the Council Auditors had set an audit date for the 30th June 2012. 2. CC Hazel Evans stated that Carms CC had agreed to retain Hendy Farm,Capel Iwan Rd as a relet but not for dairy farming 3. The Clerk read a letter from the Committee of the Garthen, the Teifi Valley local paper asking whether the Comm Council could support financially the production of the monthly paper.Members agreed to donate 100 towards the costs. 4. The Countryside Council for Wales issued a letter stating that a review of open access to common land in Wales. It would start on the 16thJuly 2012 and CCW will issue draft maps. A consultation period will then run till the 23rd Nov 2012 and a provisional map issued 7th Aug 2013 5. melfydd Jones stated that water was running down from Meriba Farm to Tanglwst Square down to Morlogws Isaf and coollecting there--letter to Higways 6.The Chair stated that that the road surface from Cenarth Square towards Argoed Farm had become neven with potholes- Highways again. 7. Samuel Jones stated that the edging around the drain culvert on Blaengwyddon Fawr Hill was erroding away and causing problems for traffic- they were keeping towards the centre of the road--Highways 8. The Clerk asked CC Hazel Evans whether it was popssible to have the surface holes smoothed out at the bottom of Porth St hill up towards the Emlyn School The meeting ended at 9-15 pm The next meeting will be on Thurs 5th April 2012 at the Ganolfan at 7pm | ![]() |
