May 2010 meeting

The Annual meeting of Cenarth Community Council was held on the 4Th May 2010 at 7 .00 o'clock at the Ganolfan Capel Iwan,

All members were present with Nigel Williams in the chair and  C C Haydn Jones present.

The Chair welcomed everyone to the meeting and the Clerk read the minutes of the previous meeting and they were proposed as being correct by Hugh Thomas and Jeff lewis.

Matters arising

C C Haydn Jones reported that the County Council had started working on the culvert from Gellidywyll fields Past Heol Y Gelli housing estate and were now examining the pipe that runs under the Cenarth - Abercych road. They wanted to make sure that the pipe was in good condition and were using cameras to look at the inside. Once this had been approved the entrance to the culvert would be rebuilt and prevent further flooding problems. 

Haydn also stated hat he had been in contact with The Post Office regarding setting up a mobile service at Capel Iwan village,  however the Post Office had stated that the mobile vans they used were totally committed and there were no empty time slots. They were willing to support  any one who was prepared to set up a new Post Office in the area. The Clerk was asked to put up a notice on the village notice board

Question were asked about the leases the Community Council had around the school at Capel Iwan and what effect it would have if the school had to close. Haydn again stated   that members of staff at the Estates Dept Carmarthen    had told him that Hywel Humphries had sorted out the  leases and wanted to meet members to discuss the way forward. Haydn was asked to arrange three dates for a site meeting  

C C Haydn Jones stated that he had been informed by Mr Eirian James the Countryside and Public Footpath  officer that the work done on the footpath from Pengwernganol  to Shiral had been completed by his dept.The contractors had returned to the site and the problems had been resolved satisfactorily.  

David Phillips reported that he had been in further contact with the mole catcher from Cardigan  but he did not feel impressed with the answers received. he had now arranged with Mr Elgan Jones Elmar  to do the work    

David also reported that he was having problems in placing the Council minutes  on the internet website "The local channel". He had now managed to gain entry on to the "Google" site under the heading Cenarth Community Council  . The Clerk also stated that "One Voice Wales" offered registration to use the members area of their website. This would give the Council access to information provided.

Members reported that  there were several deep potholes in the area that needed attention.  eg. the road from Bwlchcaebrith to Penrherber Square... Above the school at Capel Iwan, down near Rhehoboth Chapel., The road from Penrherber to Bryn Square and also outside Tremle Capel Iwan   . The hole near Closglas junction had been repaired again as well as the bad patches up towards Groesffordd junction. The pothole below Blaengwyddon Fawr was again in need of repair. Haydn again made a note of all locations and also promised   to check once again the road signs that had been blown down        

At this point in the meeting the changeover of Chair took place. It was agreed that Don Griffiths took over for year 2010 - 2011. Also Jeff Lewis was appointed as vice-chair. Don thanked everyone for his chairmanship and hoped that he could follow in Nigel's footsteps. Nigel also thanked the members for their support as well as the Clerk and the support given by CC Haydn Jones

The Clerk stated that the council insurance was due for payment on the 1st June 2010 :- AON Local Council Insurance scheme. It was agreed to pay  the bill. Also a review meeting of electoral arrangements was being held for Carmarthenshire on the 12th May at 7.30pm at the County hall. The Clerk was asked to complete a questionaire on the carmarthenshire Connexion strategy  2005 - 2015 mid term review

Two letters were read regarding the failiure of fire hydrants in the Capel Iwan area on the 10th march 2010 when there was a fire at Westfield Capel Iwan and the Fire service were unable to use a nearby hydrant. The Mid and West Wales fire service admitted that they checked the hydrants  every 2 yrs and the faulty one at Capel Iwan was due for checking in June 2010. They did send out three appliances due to the failiure and the water board engineer was also called out. The water board. Dwr Cymru stated that they would carry out any repair work requested by the Fire service. The Fire service   reported the night of the fire that they could not  operate any of the three hydrants in the Capel Iwan area. The Water Board sent an engineer out and managed to get two working. They are now going to replace the hydrant opposite Preswylfa, in the village this month

Planning applications approved

      1. Proposed erection of two detached   dwellings on  land in front  of Erwdeg  C Iwan

       2. Erection of garden room and enclosure  at "Glanafon" Cwmorgan

   The Clerk stated that the Cenarth C C Audit date had been set for the 20th Aug 2010

AOB    ,    

1.        Members asked about supplies of rubbish   bags.  Haydn stated    that they could inform him of what was needed.    

2.    Haydn also stated that two rangers had been appointed to look after the footpath maintenance in the area . Meetings were due to be held shortly at either Red Dragon Hall  Velindre  or Llanpumpsaint Hall  to explain to Comm Councils how the system would work

3.  Many gutters were blocked in the area stated Melfydd Jones and Samuel said that the burnt out mattress  was still at Penbuarth layby. The Capel Iwan sign at Blaenbowi junction was also missing.

The meeting concluded at 9.15pm and the next meeting will be back to normal on Thurs  3rd June 2010  at 7pm
