April 2010 meetingThe April meeting was held on the 6th with Nigel Williams in the Chair with all members present other than Melfydd Jones who had sent an apology C CC Haydn Jones was also present The Chair welcomed everyone to the meeting and a warm welcome was given to the two Police Constables present - Ian Ayres from N C E Police station and Richard Griffiths P.C.120 who was based in the Pencader area. They stated that there were no problems in the area last month.No problems were reported in the Cenarth area either. PC Ian Ayres asked members to contact the office in N C E if there were any problems. Nigel thanked them both for their presence and hoped to see them next month The Clerk then read the minutes of the prevous meeting and they were proposed as being correct by David Phillips and Samuel Jones Samuel jones reported that the litter that had been left in the lay - by below Plain had been cleared and the road verges down towards Emlyn School Haydn stated that he had been promised that the works would start at the end of the week on the culvert next to Heol Gelli Estate Discussion took place about the future of Capel Iwan Post office which was closing on the 17th April 2010. No one had shown any interest in opening a new office at Capel Iwan. Don stated that a lump sum of £1000 was needed by anyone willing to set up a local branch. Haydn stated that he had been in contact with the Post Office and had been given a contact no to discuss the possibility of setting up a mobile service may be twice a week. He was followng up the subject. It was agreed that members met on Sat 17th April at 11 am to present Mrs Gene Evans, the retiring postmistress with a gift from the Community Council and Don would present her with flowers and Nigel the gift David Phillips expressed words of sympathy to C Coun Haydn and Mair Jones on the death of Mair's mother, Mrs Lilian Evans (late of Troedyraur Brongest)Haydn thanked the members and the Clerk for their kind words and the sympathy card received. Discussion also took place about the leases that the Council and Hall Committee held with Carm C C . What would happen if the school at Capel Iwan closed due to lack of pupils ? Talks had already taken place and Mr Howell Humphries,the County Estates Officer had promised to visit Capel Iwan once he had sorted the details of the leases with the County Solicitors. We would then be able to come to an arrangement about the land involved around the school The Clerk issued the declaration forms fromBarclays Bank to the new signatories. Chair..Don Griffiths. Vice Jeff Lewis.., Past chair .Nigel Williams. They were to fill he proposed forms and take them to the Bank for formal identification. The proposal form on behalf of the Council and Clerk were also signed Chris Thomas stated that the safety rail at Bridgend bridge had been repaired AOB .... David Phillips reported that the molehills on the village sports field had become a major problem and was worried abot cutting the grass for fear of damaging te mower. It was resolved that David should make inquires and report to next meeting David also stated that he had been approached by Mrs Janet Davies, daughter of the late Com Coun Mr Bill James and his wife Megan of Gwynfa Capel Iwan asking whether the Com Council would be willing for them to install a wooden seat by the well below the Chapel at Capel Iwan in memory of her parents.The Council had no objection and asked David to contact Janet for the arrangements Haydn stated that he had been out to visit Mr Dillwyn Thomas Pengwern Isaf to inspect the footpath that had been cleared from Pengwernganol to Shiral. It was used mainly by horses. The material that had been removed had blocked the drainage and surface water was entering Dillwyn's field. Haydn said he had contacted Mr Eirwyn James, Countryside Officer Tumble, who was now investigating the clearance work - he would report back Members also reported that a deep hole had appeared on the road near Clos Glas junction Capel Iwan. Council workers had been out and made a temporary repair but it was stated that the water pipe trench would have to be re dug and filled properly . Also Samuel Jones stated that the pothole below Blaengwyddon Fawr had reopened again and needed repair. Haydn made a note of the location and would contact the Highways dept. The meeting ended at 9 - 15 pm and the Annual meeting will be held on Tues the 4th May at 7 pm due to the General Election being on the Thursday night ***************************** Note !!!!
