It is not fair!

When is a market not a market?

A reader writes in to query the charter dated 1280 for the Neath Fair which does not allow market fairs within a certain distance from Neath, which meant an application for a Farmers's Market at Cilfrew being turned down.

The same reader states: "The Gwyn Hall Food Fayre on the 13 & 14th April  2012 is advertised in the Gwyn Hall booklet as  locally produced food and drink at the first Gwyn Hall Market event....There will be something for everyone at the first of many Gwyn Hall Market days.."

The reader asks the question: "Has the 17th century charter now been abolished? Or indeed has a precedent now been set that will allow the forward thinking residents in Cilfrew and Aberdulais to finally encourage such activities for the benefit of their communities? "

Can someone on NPT Council sort this out and answer the question with a positive response before the media gets hold of the story?
