Can anyone say what town is this?

A reader sent us this video and questions what Youtube is up to.   If any reader knows the town in question it will prove a point.   Is Youtube presenting a fair and accurate view of what is happening around us, or is it some form of race bias?  We want your views on Readers Letters.
