Why is traffic only allowed in one direction?

Two way traffic works ok under this bridge at Dwr-y Felin Road near Neath College.

Two way traffic (with a Give Way sign) at the Monastery Road bridge would relieve traffic at the Tesco roundabout.

There has been a big demand for this - especially by those using the Neath Abbey business centre and visitors to the Abbey Monastery site.
