Site up for grabs?

The site below belongs to the MOD (?) and during WWII was a prisoner of war camp.   It is alleged that the Aldi food store group failed to get planning permission to build there.  Now the ground is lying idle.   Can readers make suggestions?   Note the railway line close by.
