How about the smelly drains? Are they being sorted out?
In Victorian times the Gnoll brook ran down Water Street and was virtually an open sewer until it was covered over after Neath had several outbreaks of Cholera. The sewer smells are still evident and this should be sorted out before any surface work begins. Public health should be of prime importantance.
