Has Wales got too many tiers of government?

Our readers are discussing the tiers of government we have following a statement made at the Welsh Assembly.

One must remember that even at the lowest level,  although community councillors are not paid and get no expenses, the administration of the council runs into tens of thousands of pounds.   This has to be paid for out of our community tax.
