Was wrong grade of Asphalt used?

Next week the NEATH i website will report on the road surface at the Pen-y-wern roundabout that was resurfaced last month.  The question is: WAS THE WRONG GRADE OF ASPHALT USED?    Is there a clerk of works to check on theses matters?   Will this matter be put right at no extra cost to the taxpayer?

The picture below shows that that the roundabout has to cater for heavy traffic
