Are Neath town roads being made better or worse?

A reader has written to criticize the planners of Neath access roads - Windsor Road in particular.   The single track traffic does not allow for emergency situations with no considerations for ambulances and fire appliances.   

Neath has long been in the need of a proper ring road system. Many readers say is that what we got is a real muck up.   A system that sadly makes motorists avoid the town.

We know that many town centres have traffic problems but it is felt that our planners are making Neath worse than most.   With all the money earmarked to improve the town centre, one would think that access roads would be given top priority.   More views on this may give the planners food for thought.
