"We don't deal with common sense!"

This is what a NPT CBC councillor was told when he approached council officials regarding a matter where common sense was required to resolve a problem.   To be precise, the words said to the councillor were:

"We don't deal with common sense - we are here to deal with rules and regulations."

We wonder if this explains why many residents think that NPT CBC are not providing the service they deserve?    Maybe the officials have not heard of the old saying:  "Rules and regulations are made for the guidance of wise men and for abeyance by fools."
