Standing Orders - like a secret society? 

A reader's letter suggests that 'Standing Orders' - where the public is excluded from council meetings,  is rather like a secret society.  The reader is concerned about members of Blaenhonddan Community not being able to discuss the 20% rise in the council's council tax precept because their are sworn to secrecy under standing orders.
Even some standing members agree that the so called standing orders should be looked into.
