Councillors Income Tax returns to be looked at?

Our inside information goes beyond Westminster.  We are just wondering if councillors have heard the whispers about the intentions of the Inland Revenue, and if this is linked in some way to the number of councillors not standing for re-election?  Although our report cannot be confirmed, it may be a case of no smoke without fire.
