Administration

THE administrative system follows the same pattern common to most British colonial territories. The principal agency of administration is the Secretariat in Lusaka. Provincial administration is distributed through Northern Rhodesia's seven Provinces, in each of which is stationed a Provincial Commissioner. The Provinces are sub-divided into Districts, each controlled by a District Commissioner. Local administration in the urban areas is conducted by municipalities and town management boards. At present there are only two municipalities in the country—Livingstone and Ndola. Apart from the native authorities there

are no local governing bodies in the rural areas where the functions delegated to municipal councils and town management boards are performed by the District Commissioners. The administration of justice, based on English law, is the responsibility of a High Court. Resident magistrates hold subordinate courts at all the main centres and District Officers hold subordinate court powers in the rural areas. Native law is administered by Chiefs' courts in the rural areas and by urban courts in the towns.
