CONSTITUTION
1. The League shall be called “Scarborough & District Mixed Aussie Pairs League”
2. The Officers of the League, who shall be elected annually, shall consist of
a) Chairman b) Secretary
c) Treasurer d) Fixtures Secretary
3. The Committee shall consist of the officers in (2) plus one member for each club in the league.
4. Voting is to be on the basis of 1 vote per club. An Officer can, if necessary, act as the voting member for his/her club. In a case of equality of votes, the Chairman shall have a casting vote. Visitors at meetings may speak at the discretion of the Committee but may not vote. Voting at meetings may only take place if a Quorum (51% of clubs) is present.
5. The Committee shall make, revoke or amend the Playing Bye-laws for the efficient running of the league in accordance with (9) and (10).
6. The Committee shall meet in Spring before the start of the season with an A.G.M. in Autumn at the end of the season.
7. An Annual General Meeting shall be held in November each year.
a. The Treasurer shall make up the accounts annually. A financial statement, showing both income and expenditure for the year, shall be signed by the Treasurer and be presented at the AGM for approval.
b. The annual subscription to the league shall be fixed at the AGM.
c. The Secretary shall, at the request of at least two-thirds of the club representatives call an Extra-ordinary General Meeting.
8. In the event of the disbandment of the League, after settlement of outstanding debts, the remaining monies shall be shared equally between the member clubs.
9. No alterations, additions or amendments shall be made to this Constitution except by a majority vote at a General Meeting (Annual or Extra-ordinary). Propositions to alter the Constitution should be received by the Secretary, in writing, from the proposing club and be seconded by one other club at least 28 days before a General Meeting (Annual or Extra-ordinary) and must be circulated to all club representatives before such a meeting.
All voting is in accordance with 4.
10. Proposals to alter the Playing Bye-Laws must be sent in writing to the League Secretary at least 28 days before the AGM and must be from Clubs and not individuals. All such proposals then to be circulated to club representatives before the end of October preceding the AGM.
