Although the petitioners approached Scottish hydro-power generators for details of the cost of the refurbishment programmes aimed at making their plant eligible for RO subsidies, they either declined to provide it (as is their right) or the figures they gave were not entirely clear.
However, it is possible to discover some of the answers by examining parliamentary and company archives. Some of the documents on which the petitioners based their calculation of the sums involved are presented here.

Apr 2000 – Scottish and Southern Energy (SSE)
SSE's Annual Report costs the Sloy (152 MW) refurb at £15 million.

Jun 2000 – The Executive costs the Rannoch (48 MW) refurb at £10 million.

20 July 2001 – The Executive ups RO 'old hydro' threshold from 10 to 20 MW.

Sep 2002 – SSE, DTI cost St Fillans (17 MW) refurb at £1 million.

Nov 2002 – SSE costs 5-station, 7-turbine refurb plan at £4 million. (Between them, the stations – Finlarig, Grudie Bridge, Mossford, Quoich and Shin – had their capacity cut from 124 to 91 MW to allow RO accreditation.)

Feb 2003 – GE Energy wins the Shin, Quoich & Finlarig refurbs for $3 million.

Oct 2003 – Alstom wins Carsfad & Earlstoun (26 MW) refurbs for €5 million.

Nov 2003 – Executive costs Bonnington & Stonebyres (16 MW) refurbs at £1.43 million.
