There is a short but useful explanation of the Renewables Obligation scheme on Wikipedia. However, although the piece refers to the hydro-power capacity cuts, it does not discuss the importance of ROC trading.

Trading is discussed in another, rather belligerent, paper (now slightly dated) called The ROC Scam.

Data used to calculate the money earned from ROCs by hydro-power generators were taken from a report prepared by Oswald Consultancy Ltd for the Scottish Sustainable Energy Foundation which analysed OFGEM's register of issued ROCs.
