Often websites are constructed for the user to manage - rather a builder building a house for you and then putting in your own furniture in the empty house to suit yourself.
Here are two examples, both users having had no previous experience with websites.

It now awaits their webmaster to complete it by adding details about the club's activities. It illustrates how a website can be prepared by GWR for a user to take over.
