Cold Ashby's 'wettest drought' ends!

Anglian Water , it seems, is equipped to supply us with oxymorons as well as water.
Or is this not, the Rambler wonders, more accurately a paradox?
Surely, the drought already existed before the hosepipe ban was imposed or the ban would not have been considered necessary.
The winters of 2010/11 and 2011/12 have been held responsible for the low reserves which suggests that the ban could have been imposed earlier, during the developing drought.
Of course, for local gardeners, there hasn’t been much point in using a hosepipe anyway so far this ‘summer’ - so one could argue that the ban was perfectly timed to create as little nuisance as possible.
If you’ve got to impose water restrictions - then best impose them in a monsoon!
