Minutes of Meeting 06 September 2010
The Chair welcomed everyone to the meeting. Apologies are as noted above.
In a change to the agenda Inspector McInnes opened the meeting. He informed everyone that the details of all the calls Northern Constabulary (NC) responded to in the past month were now included in the monthly report.
The two biggest events NC had to deal with recently were the royal visit and the transporting of nuclear waste from Dounreay to Wick Airport.
NC continues to be very pro-active with numerous curfew and licensed premises checks carried out. Vandalism continues to be an ongoing problem.
Anti social drivers are being targeted, including those that drive through High Street and past the High School.
NC has also been stricter on anti social behaviour, loud music, noise etc.
Caithness, Sutherland and Easter Ross police planning day 28 September.
Police Dependence Trust Open Day, Wick Police Station 18 September.
Next big event will be the Mod in October, this will see NC moving round the county to police more effectively.
Inspector McInnes was asked about vehicles that persisted on driving through High Street; the warden has been notified and has been vigilant in this area but it is still occurring. Worse on Saturdays and taxis go through red lights.

4. Highland Councillors Report
The budget is still the dominating subject in the Highland Council (HC). It has been suggested that moving leisure facilities out of HC control will save money but this is not agreed across the board.
Raymond Bremner has produced a programme for the Mod which will be released in a couple of weeks. There are many varied events all across the county including sporting and non Gaelic ones, ceilidhs and fringe events.

NDA – funding uncertain for nuclear archive
Scotland Transerve – letter re the traffic lights at Dempster St Junction, claim they have been monitored and the sequencing is appropriate. There is a problem with the timing of the lights in High St but that is due to drivers not using them correctly.
The possibility of painting double yellow lines at Meiklejohns corner was discussed.
Action – Coreen and others to meet with Ian Moncrieff from HC
OSCR – need original signatories of the Community Fund in order to claim the money in the closed account. Money will go to the baskets committee.
Action Cllr Smith to try and get funds released and passed to Baskets as they are a registered charity
Transerve – maintenance at Berriedale will cause the road to be closed from 10pm – 6am on Monday 4 October.

HC – Community awards, discussion followed about whom to nominate.

Mrs Miller – Trees in Union Street overhanging and dangerous. David Sutherland from HC will try and get someone to finish pruning them.

Laurel Bush – Potholes in South Rd still dangerous to cyclists. Coreen brought this up at the Transport meeting and David Sutherland spoke to Cathel MacAskill but was told there is no money left and the repair job will have to suffice.
Action – write to Transport Scotland, Transerve and MSP’s
HC – Community Council elections will take place in November. David Sutherland has agreed to be the returning officer should the need arise. Community Councillors will meet to discuss possible ways to attract new members.

Garry Robertson asked, through the chair, if there were to be stalls in the Market Square when the lights were turned on – the answer was no.
Wick High School (WHS) pupils are designing a leaflet to highlight walks round Wick.
Jenny Bruce has a micro presentation and would like to present to CC, this will be up to the future CC to decide after the New Year.
Scotland in Bloom judging took place on the 10 August, the result due at the end of September.
Councillor Bill Fernie announced that the HC discretionary budget will pledge £200 for flowers to be planted for the Mod in October.
Members of Tannach and District Community Council were present and voiced their concerns about the proposed installation near Milton blocking the view from the junction and being a danger to motorists. This is outwith Wick boundaries and Tannach would like to be kept informed and consulted over future plans for the site. There were also concerns about sighting such a large concrete structure beside a 60mph speed limit. There are plans to increase the Wick boundary in the future to include this area and it may happen before the town entrances are finalised.
There may be a problem with the Bignold Park being chosen as a site for the new WHS as there needs to be equal green space available as soon as the site begins to be developed. A press release is due to go out on Wednesday 8th and a meeting will be held on Monday 13th September.
Pentland Housing is developing the site at the end of Wellington Avenue. There are plans for 85 new houses but planning permission for most of those is still to be granted.
