LETTER OF OPPOSITION TO CHANGES OF USE OF LAND FOR HOUSING
DEVELOPMENT  IN THE BRYNCOCH LOCALITY FOR CANDIDATE SITES TO BE
INCLUDED IN THE NEATH PORT TALBOT COUNTY BOROUGH COUNCIL LOCAL
DEVELOPMENT PLAN (LDP) 2011-2026

I WISH TO REGISTER MY OPPOSITION TO THE INCLUSION OF CANDIDATE SITES IN THE
LDP (shown on N.P.T.C.B.C. LDP maps nos. N3, N4, Nl2, N45, N46, N47, N48, N50, N52, N55, N64,
N67) FOR CHANGE TO RESIDENTIAL USE. MY OBJECTION IN RELATION TO THESE SITES IS
BASED UPON THE FOLLOWING CONCERNS.

Removal of Land from the Green Wedge All the above sites, other than N45/48/56/67, were included
by N.P.T.C.B.C. as Green Wedge in the Unitary Development Plan of 2008. The Council reaffirmed the
fundamental role of Green Wedge Land in protecting the open character, environment and landscape of
areas considered important in forming the setting of, and preventing the coalescence of settlements. It is
inappropriate to change the Green Wedge status of these Candidate Sites as their approval was only reconfirmed 
one year ago.
2. Traffic (all above sites) These combined developments and the subsequent increased traffic will exacerbate the
major congestion already experienced during peak periods on the A474 at the junction of Pen-y- wern Road and
Cadoxton Road, Neath and have a knock on effect through the major junctions at Dwr-y-Felin Road, Neath Abbey
and the A465. Sites N46 & N47 taken together are close to the size of the northerly expansion of the Bryncoch
conurbation that was rejected in 2005. In addition, I believe the narrow roads in the vicinity of sites N3/N121
N45/N48/N67 do not have the capacity to accommodate increased loading. 
3. Landscape Sites N48iN55/N64 are elevated, cannot be well-hidden and will dominate views from the
surrounding area. 
4.Agriculture & Protected Land Given the government's recent view that we need to maintain agriculturally
productive land, any loss of agricultural land in this area would be short-sighted and go against the medium and
long term aims of sustainable food production in the UK. 
5. Wildlife Development of the large sites N461N47,N50. N52/N55/N64 will undoubtedly threaten differing habitats
which support a wide range of flora and fauna. They are havens for the breeding and feeding of birds, mammals
(including bats and other species protected under the Borough's Biodiversity Action Plan), amphibians and
countless invertebrates. Important plant species need to be sustained. Their presence is an integral part of the local
environment. Their loss would be irrecoverable. 
6. Infrastructure/Services 
a, DRAINAGE replacement of existing natural soak a way's  with impervious surfaces will exacerbate this
problem. Storm water drainage has already caused erosion & flooding problems at sites N31N4/N12/N48 and
would exacerbate flooding problems to existing developments 
b. SEWERAGE. There have been local instances of sewage spillage when the current provision has been
inadequate for capacity near sites N4/N46fN47. 
c. SCHOOLING (relates to all sites) Already local schools are at or near capacity with inadequate parking and
congestion at peak times. The safety of our children is paramount and the introduction of further housing will
significantly increase traffic through the village roads. 
d. LOCAL SERVICES (relates to all sites) We have no doctors' surgery, no dentist and no pharmacy
locally. The village shops would be a minimum of I km from the houses in all the proposed developments and the
playground even further. All these journeys add to traffic problems
