Roving camerman spots river walk dump

This is the scene at the Neath river estuary , the last time I walked there it was clean with no rubbish anywhere as I believe the council cleared it all
What sort of town are we living in when visitors come to see the wildlife on the river Neath not a very good advert is it.
Looks like the cable has been pinched and then burnt and stripped for the copper.
