It is pretty obvious, chewing gum bins in Neath could cost the council NOTHING  - on the contarary, it could provide them with an income.  Or perhaps an enterprising firm could install them and make a profit from the advertising?

Neath would certainly benefit from taking positive action - and be a cleaner town as a result.
