Will NPT - Coastal Housing be importing problems?

There is cause for concern arising from a readers letter, which quotes from another source:

“There's big money to be made for some in social housing.
Especially if you can import problem people from outside the area.”

The reader asks questions that needs answers.   No doubt this issue will be added to the FACEBOOK group that has great interest in the Empire building, in view of the fact that flats are to be built in its place.

May we ask a question?   Is it correct that there are more flats in Neath than any other town of a similar size in Wales?

FACT -  The population of the town centre is increasing and leisure facilities within the same area are decreasing.    Does this make sense?
