Biased charging for Community Centres?

A community council mole has told us, allegedly, that there is biased charging for councillors using community centres for their surgeries.   This is something we have mentioned before - but now the matter has been raised again.

It is reasonable to say that no councillor should be charged for holding meetings to give advice to residents - no matter what their political beliefs.
