The Economic Development and Infrastructure Services (ED&I) Committee voted in December 2012 to move ahead with the Compulsory Purchase Orders (CPOs) for over 20 properties down Wittet Drive and across to Edgar Road, as part of the first stage of the Elgin Western Distributor Road, prior to a Planning Application submission for the proposal. Douglas Ross argued against this on the basis of it giving the impression to the community and the Planning Committee that it was a 'done deal'. A copy of the plan showing all the CPOs is available on the Moray Council website. 

The ED&I Committee also voted to move to the detailed design stage for the Planning Application, despite material changes being made to the proposal.
