Towards 2000

In 1991, seventy years after the question had been asked for the first time, the Executive Committee of the Association again posed the question, "Can we afford Foxlease? Does it give Guide value for Guide money?" A small working group of volunteers was set up, whose brief was to investigate the centre and to formulate policy options for consideration by the Executive Committee.

The Training and Activity Centres' Report was accepted by the Executive Committee in July 1993. The report, whilst emphasising the value that The Association gained from having residential training centres for adult leaders, recommended that Guiding would benefit more with local management, using a formula-funding system based on training usage. Changes were made to the management structure of both volunteers and staff to ensure that local  management was effective. A volunteer Chairman and Members were appointed to the Management Committee (formerly the House Committee). The Manager (formerly the Guider in Charge) was given clearly defined areas of responsibility and the authority to manage them, supported by an effective line-management structure.

A Business Plan was written which included a comprehensive Future Development Plan, an Evaluation Scheme and a Quality Assurance system. More Guiders have enjoyed improved hospitality, a reduction in household tasks and a more relaxed atmosphere.

Towards the end of 1994, preparations began for celebrating Foxlease' 75th birthday 1922 - 1997. It was agreed that the aims for the year would be :
          •    To have fun !
          •    To attract more people to Foxlease.
          •    To raise funds for future development.
